RESO°.,UTION N0~253 <br />WHEREAS, the application of Earl Dawes, 1774 "B" Street, Hayward, for <br />a Variance from Section 6.5, Ordinance No. 309, allowing s <br />reduced lot area, width, sideyard and rearyard setbacks, in connection <br />with a proposed seven-lot subdivision, Tract IQo. 2560, located at the <br />northeast corner of Nevis Street and Santa Rita Road, in an R-1 District, <br />has come before this Con®i.seion; <br />NOW, THEREFORE, BE IT RESOLVED that the Variances as set forth in "List of <br />Variances Requested" attached to and made a part of the above- <br />mentioned application No. 63-12, dated October 10, 1963, are hereby granted. <br />Mr. Falea stated that on the basis of a study session held on November 6, 1963, by <br />the Planning Commission and D & V Builders, Inc., a prelis~nary report on proposed <br />Annexation No. 31, Amador Valley Annex "D", was given to the Council on November 12. <br />After discussion, upon cation of Commissioner Wipfli, seconded by Commissioner <br />Antonini, the following resolution was unanimously adopted by those Commissioners <br />present: <br />RESOLUTION N0. 254 <br />RESOLVED: <br />1. The City Planning Con®isaion recommends that the City Council <br />proceed to consummate Annexation No. 31, Amador Valley Annex 'T1". <br />2. Recosffiendatione regarding the development plan submitted by <br />D & V Builders, Inc., are as follows: <br />a. The minimum lot size should be maintained at 6,SO0 eq.ft. <br />The Commi.saion does not wish to give blanket approval of <br />reduced lot size. Individual reductions which may be <br />justified because .of special conditions be granted under <br />variance procedures of as ord~riahce modifications aC the <br />time of tentative subdivision map approval: <br />b. Density should be maintained at 4 unft§/acre using the <br />developer''s Cbtal acreage plus a percentage of the high <br />school area to determine the Cotal allowable number of <br />units. The percentage of the high school allowed should <br />be calculated as the ratio of developer's acreage to the <br />total acreage bettaeen Hopyard and Santa Rita Roads from <br />the Arroyo Mocho to the Arroyo Del 'Jalle. No detailed <br />study was made as to cahether this denrity should apply <br />overall with variations north and south of Black Avenue, <br />or whether it should apply directly to the separate areas <br />north and south of Black Avenue. <br />c. There should be one public park south of Black Ave. and <br />one north in the vicinity of the proposed elementary and <br />junior high schools. These would be in addition to the <br />proposed private swim clubs. <br />d. The first unit south of Black Avenue, including the pro- <br />posed townhouse area, should be considered as a Planned <br />Unit Development. <br />e. The Commission generally approved of the proposed traffic <br />circulation pattern anal the concept of a variation in lot <br />sizes. Yowever, there are aho~an several long blocks of <br />lots all the same size, and the Commission would like <br />variation in these also. <br />Mr. Fakes then presented to the Coresission copies cf a memorandum to the City <br />Council from the City Manager with reference to Amendments to Ordinance No. 309 Re: <br />Lot Sizes. The Council has referred the matter to the PL,Comm. for study and speciā€¢ <br />fic recommendat_iona. It ie the intention of the staff to inspect ordinances from <br />other cities to determine the setbacks for larger lots. Considerable discussion <br />ensued with regard to legislation of minimum standards and encouraging imagination <br />
