<br />A special meeting of the Planning Coamiesion was called to order at 8:00 P.M., on
<br />Wednesday, January 6, 1965, by Chairmen Landon.
<br />ROLL CALL showed the following:

<br />Chairmen Landon opened the public hearing on the adoption of the New Pleasanton
<br />Area General Plan, and called upon Secretary Fales to read written communications
<br />received.
<br />Mr. Fa lea read Letters from:
<br />(1) William H. Gale, Jr., dated January 5, 1965, ea Attorney for the owners,
<br />Mr. and Mra. Ed Orloff, requesting that zoning of the area on the west
<br />aide of Santa Rita Road between Valley and Black Avenuee be changed to
<br />commercial
<br />(2) From William H. Gale, Jr., dated January 5, 1965, as Attorney for Douglas
<br />Safreno, requesting that the property on the east side of First Street
<br />between Spring St. and Vineyard Ave. be zoned for commercial usage.
<br />(3) From Dudley W. Frost, Jr., for D ~ V Builders, Inc., 6000 Telegraph Ave.,
<br />Oakland, dated January 6, 1965, commending the proposed General Plan and
<br />recommending that the high density claeaiflcation be changed to range
<br />from 8 to 25 unite per gross acre with an average of 15 unite per gross
<br />acre. Also, in the medium density area he recommends achieving variety
<br />1n other ways than as stated, "...at least 20% of the unite in each aub-
<br />divieion be on lots of 10,000 aq.ft. or larger."
<br />(4) From Angelo Iaquierdo, Alameda County Flood Control and Water Conaervatior.
<br />Disdrict, dated January 6, 1965, enclosing a map showing their existing
<br />and proposed rights-of-way in the Pleasanton-Dublin area, and requesting
<br />that those channels and rights-of-way be incorporated in the proposed
<br />Pleasanton Area General Plan.
<br />Chairmen Landon called upon City Attorney Struthers who outlined the procedure of
<br />the public hearing.
<br />Chairman Landon then called upon Mr. John Blayney, of Livingston and Blayney, who
<br />outlined the nature and purpose of the General Plan, and stated that it ie the
<br />responsibility of the Planning Commission and City Council to decide what the ideal
<br />form of the urban area should be. A 44 square mile planning area is included which
<br />looks ahead 25 years and envisions a population of 90,000. He explained that it is,
<br />of necessity, general and not specific--it is not a zoning ordinance--but a long-
<br />range view showing land uses.
<br />Chairman Landon proceeded to ask for comments from the audience on each area in
<br />order, as outlined on the proposed General Plan, instructing speakers to limit their
<br />remarks to a reasonable length of time, and, if necessary, submit a more detailed
<br />elaboration in writing to the staff.
<br />Residential Areas. Mr. William Gale, Jr., 62 W. Neal St., spoke on behalf of two
<br />clients, Mr, and Mre. Ed Orloff, and Mr. Douglas Safreno. He stated that Safeway
<br />Stores are making a reappraisal, following the January 4, 1965, City Council meeting
<br />and asks that no decision be made at this time regarding the area between Valley
<br />and Black Avenues on the west aide of Santa Rita Road.
<br />Mr. Rollin Cunningham, 4048 Eugene St., Premont, a Real Estate Broker, represented
<br />two clients, Mr. Walter S. Johnson, who owns approximately 540 acres on Foothill
<br />
