Several residents from the immediate area adjacent <br />to the clinic were present in the audience and voiced their objections to <br />this clinic having any animals overnight. At this point, Chairman Antonini <br />relinquished the chair to Vice-Chairman Johnston, due to the fact that <br />Chairman Antonini is a neighbor to the clinic. Mr. Paul Loretz spoke stating <br />that he felt that a great investment had been made, the clinic had not bothered <br />him in the past, and felt it should be given a chance. Mr. Loretz further <br />stated that if a problem arises, then let the people complain at that time. <br />After further discussion, Commissioner Garrigan made a motion to grant the <br />modification to conform as to soundproofing and as recommended in the staff <br />report, with a performance report at the end of six months. More discussion <br />ensued, after which Commissioner Garrigan withdrew his motion. UPON MOTION <br />OF COMMISSIONER GARRIGAN, SECONDED BY COMMISSIONER ARNOLD, AND CARRIED, IT <br />WAS DETERMINED TO CONTINUE THIS MATTER UNTIL THE STAFF HAS TIME TO TEST THE <br />BUILDING FOR SOUNDPROOFING AND ALSO TO CHECK THE AREA OF THE BUILDING AS TO <br />SIZE AND RELATIONSHIPS FOR KEEPING OF ANIMALS. <br />7b. UP-63-1. W. H. Trublood. <br />The next item on the agenda was the application of W. H. Trublood, request <br />for modification of condition of Use Permit (UP-63-1) limiting number of <br />guests allowed at a rest home Located at 588 St. John Street in an RG-15 <br />District. Mr. Spink informed the Commission of the fact that the applicant <br />had requested that Chia item be continued to May 10. UPON MOTION OF CHAIRMAN <br />ANTONINI, SECONDED BY COMMISSIONER ARNOLD, AND CARRIED, IT WAS DETERMINED THAT <br />THIS MATTER BE CONTINUED TO THE MEETING OF MAY 10, 1967. <br />8a. and 8b. Tract 2860 and Tract 2904. <br />The next items on the agenda were Tract 2860, D & V Builders, request for <br />amendment to an approved Tentative Map located in the area generally northerly <br />of Valley Avenue between Hopyard Road and Santa Rita Road. Tract 2904, D~V <br />Builders, request for amendment to an approved Tentative Map located in the <br />area generally northerly of Valley Avenue between Hopyard Road and Santa <br />Rita Road. Mr. Spink requested a continuance of both items to the meeting <br />of May 24, 1967. UPON MOTION OF CHAIRMAN ANTONINI, SECONDED BY COMMISSIONER <br />G.9RRIGAN, AND CARRIED, IT WAS DETERMINED THAT THE ABOVE MENTIONED ITEMS <br />BE CONTINUED TO THE MEETING OF MAY 24, 1967. <br />First National Bank. <br />The next item on the agenda was an informal discussion pertaining to the side- <br />walk problem around the Safeway property, the new location for the First <br />National Bank. Mr. Spink displayed several alternatives for sidewalk treat- <br />aent in this area. Mr. Campbell explained the drainage problem of the area <br />and offered possible solutions for the low spots in order to provide adequate <br />drainage. The Commission indicated that the sidewalk must all be replaced <br />to City standards. <br />12a. Matters for the Information of the Commission. <br />Mr. Spink presented a staff report on the subject of fees for payments in <br />lieu of dedication of park land. The Commission indicated that the staff <br />should recommend to the City Council that Ordinance No. 439 be amended so <br />t}iat the fees charged for in lieu payments, plus fees for improvements equal <br />actual costs of dedication and improvement. <br />14. Matters Initiated by Commission Members. <br />Chairman Antonini asked for a study of commercial zoning in the Mission Park <br />area, and asked if it might be possible for rezoning of this area in Mission <br />Par?c due to the fact that the City probably had more land zoned for commercial <br />in rnat area than was needed at this time. Mr. Spink indicated that a staff <br />report would be presented to the Commission at the earliest possible date. <br />There being no further business to come before the Commission, upon motion <br />o' Chairman Antonini, seconded by Commissioner Garrigan, and carried, the <br />e,^eeing was adjourned at 10:45 P.M, to meet again on Wednesday, May 10, 1967, <br />a'. 8:00 P.M. _ <br />S~cSretar}r/ <br />
