MINUTE S <br />of <br />Planning Commission <br />Pleasanton, California <br />September 27, 1967 <br />The regularly scheduled meeting of the Planning Commission was called to order <br />at 8:10 P. M., Wednesday, September 27, 1967, by Chairman Antonini. <br />Present: Commissioner Garrigan <br />Plato <br />Chairman Antonini <br />Secretary Spink <br />Absent: Commissioner Arnold <br />Gibb, <br />Upon motion of Commissioner Garrigan, seconded by Plato, and carried, the minutes <br />of September 13, 1967, were approved as presented by unanimous vote. <br />3a. Meeting Oxen for env Member of the Audience to Address the Planning Commission. <br />Mr. Dudley Frost, representing the Chamber of Commerce, asked if this was the <br />proper time to speak relative to the public hearings for the adoption of the <br />new Zoning Ordinance. Mr. Spink noted that the continuance to October 4, 1967, <br />of Items 4b, RZ-67-12 and Item 4c, RZ-67-13, application of D & V Builders <br />and Stanford Holmgren, respectively, should be stated so that those people in <br />the audience interested in these items could leave if they wished. There was <br />some discussion as to the reason for the continuance by members of the audience, <br />as they had received notification by mail of the public hearing. UPON THE MO'TI~I <br />OF CCD4fISSIONER GARRIGAN, SECONDED BY COMMISSIONER PLATO, IT WAS DECIDED TO <br />CONTINUE RZ-67-12 and RZ-67-13 TO THE NEXT MEETING OF OCTOBER 4, 1967. <br />4a. RZ-67-11, planning Commission. <br />Chairman Antonini opened the public hearing on RZ-67-11, the application of the <br />Planning Commission to consider the adoption of a new Zoning Ordinance re- <br />pealing Ordinance No. 309 and all amendments thereto and adopting zoning regu- <br />lations controlling the uses of land; the density of population; Che bulk, <br />location and uses of structures; the areas and dimensions of sites; and the <br />appearance of certain uses, structures, and signs; requiring the <br />provision of usable open space, screening and landscaping, and oft-street <br />loading facilities; controlling the location, size and illumination of signs, <br />providing for the amendment of district boundaries and the regulations; and <br />providing for the administration and enforcement of the regulations. Mr. Dudley <br />Frost expressed concern about the dates scheduled for public hearings, indicating <br />there had been insufficient time to study the Ordinance and prepare comments and <br />suggesstions. Mr. Frost stated he felt that more study seas ions would be bene- <br />ficial for both the Planning Commission and the public. Mr. Frost indicated that <br />the Chamber of Commerce at their last meeting had expressed concern that the <br />public hearings were to be held without allowing sufficient time for study of <br />Che proposed Ordinance. Mr. Spink stated that the public hearings had been <br />scheduled to allow the Planning Commission to caaplete them by the end of the <br />calendar year, as the Council wished to complete their hearings on the Ordinance <br />before the end of the fiscal year. Mr. Spink stated the choices were; to pro- <br />ceed as planned with the public hearings, or to extend the public hearings into <br />the new year upon direction of the City Council. Mr. Spink noted that the <br />Commission may wish to consider deferring the scheduled public hearings one <br />week so that the new Planning Director could be present at the first session. <br />Ted Fairfield, McKay and Somps, stated he felt there was a need for more study <br />sessions so that their comments and suggestions could be more valuable; he noted <br />there were incompatibilities in the Ordinance. <br />Commissioner Plato questioned the way in which the public hearings would be <br />handled. It was decided to discuss each session, continuing the public hearing, <br />and no final action would be taken untilthe final meeting. <br />Section 1.104 <br />At this time, Cy Beebe, Manager of Pacific Gas and Electric Company, introduced <br />Leonard Strathouse, Planning Director of P. G. ~ E., whose concern was with <br />Section 1.104, regarding electric transmission lines under conditional use <br />permits.
