The key results of this <br />study will be annual water replacement reserve accruals to be <br />included in water rate revenue requirements, and expansion costs <br />to be funded via water connection fees. The other study results, <br />which will be primarily developed by City staff and incorporated <br />in this study, will be a complete inventory of the City's water <br />system and a schedule of proposed expansion and improvement <br />projects. A proposed scope of services, study schedule and <br />compensation are presented in the subsections which follow. <br /> <br /> Scope of Services <br /> <br /> 1. A complete inventory of all water facilities will be <br /> compiled by City staff and incorporated in this study. <br /> The Consultant will supply, and City staff may <br /> supplement, estimated replacement costs and useful <br /> lives for pipelines, meters and hydrants. The <br /> Consultant will assist City staff in the format and <br /> organization of the water inventory. <br /> <br /> 2. The Consultant will, with assistance from City staff <br /> and author of the master plan, extrapolate proposed <br /> improvement and expansion projects from the City's <br /> Water System Master Plan; these data will include <br /> estimated costs, construction schedules, and estimated <br /> equivalent residential water service connections to be <br /> served. <br /> <br /> 3. A fifty-year replacement and improvement cost analysis <br /> will be designed in order to estimate annual water <br /> replacement reserve requirements. <br /> <br /> 4. A fifty-year cash flow analysis, together with <br /> alternative levels and methods of financing, will be <br /> designed in order to analyze the implications of each <br /> alternative and to recommend the best apparent <br /> financing plan. <br /> <br /> 5. A computer model will be designed for the above tasks <br /> in order to conduct sensitivity analyses of the <br /> critical study variables and to facilitate future study <br /> updates. <br /> <br /> 6. Changes will be proposed for the City's water code as <br /> necessary to implement the study. <br /> <br /> 7. The study will be documented in a final report designed <br /> for intense public scrutiny and will be presented to <br /> <br /> <br />
