such as garbage and trash removal, electricity, gas, water, sewer, payroll, <br />elevator maintenance and management fees. The Resident Manager may not make <br />purchases in excess of $100.00 without the Agent's written authorization on a <br />purchase order. Regardless of the amount of purchase, all purchases must be <br />made with a purchase order and signed by a the Resident Manager or, if the <br />purchase exceeds $100.00, the Agent. All disbursement checks must be supported <br />by a purchase order and original invoice, except ongoing approved contracts or <br />the above-referenced expenses, which require only the original invoice. <br /> <br /> 10. All disbursements shall be made by check only, except those small <br />items, usually under $5.00, normally covered by petty cash. A $100.00 Petty <br />Cash fund will be maintained at the Development. Receipts must be obtained for <br />all purchases. To reimburse the Petty Cash fund, a full accounting with the <br />receipts is required and the Agent must approve the reconciliation. <br /> <br /> 11. Checks shall require two signatures. Checks will be signed by (i) the <br />Executive Director or other ,authorized representative of Owner and (ii) the <br />Executive Director of the Agent. <br /> <br />H. MANAGEMENT-RESIDENT RELATIONS <br /> <br /> I. All agreements of any type between the Agent and the tenant shall be <br />in writing, and shall be signed by both Agent and tenant. <br /> <br /> 2. In the event a tenant has a grievance, the grievance should first be <br />brought to the attention of the Resident Manager. If the problem is not <br />resolved, the Agent should be notified immediately in writing. The Agent <br />should be informed of the nature of the problem and Resident Manager's <br />responses to the grievance. If the problem cannot be resolved by the Agent, <br />the Agent shall notify the Owner. The Agent shall continue to attempt to <br />resolve the problem. In the event that the Owner cannot resolve the problem to <br />the satisfaction of .the tenant, the tenant shall have the right to submit a <br />grievance to the Commission. The Commission shall have access to all necessary <br />records and facilities needed to review the problem and may make a <br />recommendation regarding the resolution of the problem to the City Manager or <br />his designee. Upon receipt of the Commission's recommendation, the City may <br />direct the Owner to instruct the Agent to adopt said resolution, unless the <br />Owner can demonstrate, to the satisfaction of the City, that adoption would <br />result in an undue financial burden or an erosion of management prerogative. <br /> <br /> 3. Tenant organizations will be encouraged by the Owner, City and Agent. <br />Types of tenant committees may include, but not be limited to: a maintenance <br />committee, security committee, tenant rules and regulations committee, <br />grievance committee and social committee. The tenant organizations shall <br />function on their own and shall be Funded by the tenants, either through <br />membership donations or fund-raising activities. The Agent will keep current <br />lists of community and social service agencies and will make such lists <br />available to the tenants.
