24 <br />THE CITY OF <br />-- -'- '-"' CITY COUNCIL AGENDA REPORT <br />j~L~~1S~4NTONo <br />June 5, 2007 <br />Planning and Community Development <br />TITLE: CONSIDER THE DRAFT SUBREGIONAL PLANNING ELEMENT OF <br />THE GENERAL PLAN <br />SUMMARY <br />This report provides information regarding the Draft Subregional Planning Element of <br />the General Plan that has been reviewed and amended by the Planning Commission. <br />This optional element of the General Plan addresses topics related to planning in the <br />Tri-Valley subregion including housing, transportation, water supply, wastewater, <br />hydrology and water quality, open space and recreation, agriculture, visual resources, <br />air quality, eponomic development, and fiscal revenues. The Draft Element includes <br />background information and goals, policies, and programs related to subregional <br />planning. The Draft Subregional Element attached to this Agenda Report does not <br />include background material or policies related to transportation; this section will be <br />added following the City Council's review of the Draft Circulation Element. The City <br />Council is being asked to review this Draft and provide feedback to staff prior to the <br />incorporation of the Draft Element into the Draft General Plan document. <br />COMMISSION RECOMMENDATIONS <br />Planning Commission: <br />The Planning Commission reviewed the Draft Subregional Planning Element on March <br />14, 2007. The Commission recommended amendments to the draft, including: <br />additional information regarding ABAG's "Focusing Our Vision" regional planning effort; <br />information regarding toxic air contaminants and odors; additional information on the <br />Preserving Prosperity Project; adding Goal 3 and Policy 3 related to housing for Tri- <br />Valley job holders; adding Program 12.4 related to community separators; adding <br />references to policies and programs on related topics in other elements; and a new <br />Public Safety section. Planning Commission minutes are included as Attachment 3. <br />RECOMMENDATION <br />Review and consider the Draft Subregional Planning Element of the General Plan (as <br />shown in Attachments 1 and 2) and provide feedback on amendments to be made prior <br />to incorporation into the Draft General Plan document. <br />FINANCIAL STATEMENT <br />The Draft Subregional Planning Element includes recommendations for additional <br />programs related to subregional planning. The cost/benefit implications would be <br />analyzed prior to the implementation of specific programs and would be reported on at <br />that time. <br />
