12 THE CITY OF _ „ ..,_ „ j~L£~S~NTONo CITY COUNCIL AGENDA REPORT June 19, 2007 Public Works Department TITLE: 2007-08 ANNUAL ASSESSMENTS FOR LANDSCAPING AND LIGHTING DISTRICTS 1984-1 (PONDEROSA-DEL PRADO), 1993-1 (WINDSOR), 1993-2 (SONDE RANCH), 1994-1 (OAK TREE FARM) AND 1995-1 (MOLLER RANCH) SUMMARY The Annual Assessments for the maintenance of Landscaping and Lighting Districts in the Ponderosa-Del Prado, Windsor, Sonde Ranch, Oak Tree Farm, and Moller Ranch subdivisions have been calculated for fiscal year 2007-08. For each assessment district, Annual Assessments will remain the same as last year. RECOMMENDATION 1. Open and hold a Public Hearing to receive comments regarding the levy of annual assessments for each of the Landscaping and Lighting Districts. 2. Adopt a resolution confirming the Engineer's Report, and levying assessments for each of the Landscaping and Lighting Districts. 3. Appropriate $11,560.00 from the applicable City Funds (General Fund and Water Fund) to the respective Landscaping and Lighting Districts. FINANCIAL STATEMENT There will be a small fiscal impact to the City as a result of Proposition 218. As the City determined that the nearly mile-long landscape strip that is located along the eastern bank of the Arroyo de la Laguna in the Ponderosa Homes Del Prado subdivision is of "general benefit", the City will pay approximately $9,703 for its maintenance including routine maintenance, water, electrical and a reserve for repairs. In addition, the City will pay approximately $17 for the parcel in L & L District 1984-1, $253 for the parcel in L & L District 1993-2, $466 for the parcel in L & L District 1994-1, and $1,121 for the two parcels in L & L District 1995-1. Staff recommends that $10,746.00, which includes the Arroyo de la Laguna, the park parcel in L & L District 1984-1, the sewer lift station parcel in L & L District 1994-1, and the staging area in L & L District 1995-1, be appropriated from the General Fund; and that the amount of $814.00 for the water tank in L & L District 1993-2 and the water tank in L & L District 1995-1 be appropriated from the Water Enterprise Operating Fund. It is staffs intention to continue administering contracts with private contractors for the maintenance of these districts; the portion of the assessment for the City-owned parcels will be added to the specific L & L District fund.
