FOCUSING OUR VISION (FOCUS) PROGRAM <br />Part 5 -Narrative <br />What is the overall vision for this area? <br />Hacienda Business Park (Hacienda) has evolved from its origins in the early 1980's when its <br />master-plan called for "a commercial development designed to create a cohesive, visually unified <br />business park with a sense of identity, distinction and quality." With the addition of residential <br />development in the late 1980's and the arrival of BART and the commercial boom of the mid- <br />1990s, the composition of Hacienda has expanded to include a mix of retail, residential, <br />institutional, and public land uses. In 2007, within the 873 acre park Hacienda's tenants include <br />nationally-recognized corporations such as Oracle, Xerox, Shaklee, and AT&T; a 1,300-student <br />public middle school, over 450,000 square feet of retail, and 1,500 residential units. <br />Recognizing the park's success, and seeing potential opportunities to improve upon it, the <br />Specific Plan effort currently underway will focus on reconsidering the special relationship <br />between uses, specifically seeking to achieve the optimum potential benefits associated with the <br />park's proximity to BART. The Plan will focus on both improving convenient connections to <br />transit and carefully locating the most transit-supportive land uses in proximity to the station. <br />The new vision is one that fundamentally reconsiders the inseparable relationships amongst <br />transportation, land use, and livability. It embraces: <br />• A mix of transit supportive land uses, densities and development patterns; <br />• The creation of a highly walkable place defined by a strong public realm with <br />meaningful public open spaces and plazas; <br />• The continued success of existing businesses and the addition of new ones; <br />• Carefully located and sized shops and restaurants; <br />• The introduction of more housing; and, <br />• The creation of well-defined and meaningful sub-districts that will serve both <br />employees and residents. <br />Although the Specific Plan will encompass the entire Hacienda Business Park, a focal area for <br />transformation will be within ahalf-mile radius of the Dublin/Pleasanton BART station. In this 250 <br />acre area, several vacant and underutilized parcels will be planned for mixed-use development, <br />including housing densities of 30 units to the acre or above. In addition, improvements are <br />planned to enhance the connectivity between jobs, housing, and transit in the area immediately <br />adjacent and to the south of the Dublin/Pleasanton BART station. Improvements are designed to: <br />• Support transit-oriented development projects to increase regional transit ridership; <br />• Encourage pedestrian travel to and from the BART station, as well as within Hacienda <br />Business Park; <br />• Enhance the public realm to encourage walking, biking and use of public transit; <br />• Improve the station area design to highlight BART connectivity to a full range of commute <br />mode choices including: all local/regional bus services serving the station, public and <br />private shuttles, rideshare, taxis, bikeways and pedestrian access. <br />All the above improvements will play an important role in integrating existing and future land uses <br />with the transportation network. <br />
