THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PL£~S~4NTONe <br />June 19, 2007 <br />Fire Department <br />TITLE: AUTHORIZATION FOR THE FIRE DEPARTMENT TO HIRE <br />EXPERIENCED FIREFIGHTERS FROM THE CALIFORNIA DISPLACED <br />FIREFIGHTER LIST <br />SUMMARY <br />The California Firefighter Joint Apprenticeship Committee's (CFFJAC) Displaced <br />Firefighter Program has been notified that 15 experienced Vallejo firefighter/paramedics <br />received layoff notices from their employer, the Ciry of Vallejo. <br />Budget constraints are being cited by the employer as the rationale for the layoffs, <br />making these firefighters eligible to be placed on the California Displaced Firefighters <br />List. Barring any resolution of the issues that prompted the reduction-in-force, these <br />individuals will be laid-off effective July 1, 2007. <br />The California Displaced Firefighter List allows departments to hire fully qualified <br />firefighters to fill vacancies. Departments may hire laterally from the list or may ask for <br />more detailed information or additional testing. Departments looking to hire experienced <br />firefighters from the California Displaced Firefighters List must first receive approval of <br />the local governing body, through resolution or ordinance. <br />RECOMMENDATION <br />That the City Council adopt a resolution authorizing the LPFD to use the California <br />Displaced Firefighter List to hire lateral entry firefighters. <br />FINANCIAL STATEMENT <br />There is no net cost to the City to utilize the California Displaced Firefighter List. A <br />portion of the recruitment and training costs normally associated with hiring new <br />firefighters could be saved since the personnel on the list are true lateral firefighters with <br />several years of training and experience. <br />
