10. Before issuance of the first building permit, the project developer shall pay for the <br />purchase of a radar speed detection device to be used on Valley Avenue <br />between Santa Rita Road and Busch Road. The type of speed detection device <br />shall be determined by the City's Traffic Engineer and shall be in place before <br />occupancy of the first building of this development. <br />11. The project developer shall submit a final landscape and irrigation plan as part of <br />the building permit plan set subject to the review and approval by the Planning <br />Director prior to issuance of an on-site permit. The landscape plan shall be <br />detailed in terms of species, location, size, quantities, and spacing and shall be <br />consistent with the approved landscape plan plus the following requirements: <br />a. Install additional screen planting in the Stanley Boulevard landscape area <br />facing the Longs Drugs loading area so as to screen the views of the <br />loading area from Stanley Boulevard. This detail shall be shown on the <br />building permit plan set. <br />b. Install a combined berm/hedge/wall on the development's south side <br />facing Nevada Court and the Congregation Beth Emek to achieve a <br />barrier that will screen vehicle headlights. The total height of the <br />berm/hedge/wall shall be 60 inches measured from the height of the on- <br />site driveway/parking pavement. The shrubs used here shall be spaced to <br />achieve a 50 percent overlap five years after planting. <br />c. The minimum shrub size for this development shall befive-gallons. <br />12. The project developer shall modify the building, site, and parking lot lighting in <br />the following manner: <br />a. All building and site lighting shall be designed, installed, and maintained <br />so as to minimize off-site glare. No up lighting shall be used. <br />b. The maximum total height for the pole-mounted, parking area light fixtures <br />shall be 25 feet or as determined by the review and approval of the <br />Planning Director. The fixture spacing shall maintain the minimum <br />required illumination per the Municipal Code. <br />c. The parking area fixture design shall be revised following a traditional <br />design style matching the building architecture. <br />The project developer shall submit a final lighting plan for this development with <br />the building permit plan set including an illumination plan verifying light levels and <br />the revised fixture designs. The lighting plan shall be submitted to the Planning <br />Director for review and approval before issuance of a building permit. <br />Page 5 of 21 <br />
