71. A hazardous materials management plan shall be prepared pursuant to the City's <br />Hazardous Materials Ordinance and the Uniform Fire Code. The plan shall be <br />submitted to the Fire Chief at least two weeks prior to the building's occupancy. <br />72. All hazardous materials including solids, liquids, and gases, in either the pure, <br />processed, or waste state, shall be used and stored inside the buildings covered <br />by this development plan approval. <br />73. NFPA placards indicating the relative hazard of the facility shall be posted at all <br />times at the entrances to this building. The placards shall be posted in a location <br />that is clearly visible by firefighters. <br />Engineering Requirements: <br />74. All utilities required to serve any existing or proposed development on-site shall <br />be installed underground. <br />75. The paving sections for the on-site parking and drive areas shall be designed on <br />the basis of an R-Value test and a traffic index to carry the anticipated traffic <br />loads. This design shall be subject to the approval of the Chief Building Official. <br />The minimum paving section shall be two inches of asphalt concrete (A.C.) on a <br />six-inch asphalt base (A.B.). The minimum A.C. pavement slope shall be one <br />percent. For pavement slopes less than 1.0-percent, the surface runoff shall be <br />carried in a concrete gutter to an acceptable point of discharge. The minimum <br />slope for concrete gutter shall be 0.5 percent. <br />76. The project developer shall submit a final grading and drainage plan prepared by <br />a licensed civil engineer depicting all final grades and on-site drainage control <br />measures, including concrete-lined V-ditches, to protect all cut and fill slopes <br />from surface water overflow. This plan shall be subject to the review and <br />approval of the City Engineer and/or the Chief Building Official prior to the <br />issuance of any building permits. <br />77. The project developer shall submit a refundable cash bond for hazard and <br />erosion control prior to issuance of an Engineering and/or Building and Safety <br />Division permit. The amount of this bond will be determined by the City <br />Engineer. <br />78. The project developer shall dedicate to the City for street right-of-way purposes <br />those parcels of land intended to be public streets. <br />79. The project developer shall grant an easement to the City over those parcels <br />needed for public service easements (P.S.E.) and which are approved by the <br />City Engineer or other easements, which may be designated by the City <br />Engineer. The location and extent of these easements will be determined at the <br />subdivision stage. <br />Page 15 of 21 <br />
