State law requires each county to prepare a County Soli~ <br /> Waste Management ~lan. The Plan must be approved by the <br /> Board,of Supervisors, a majority of the c~ties containing a <br /> ma:or~ty o~ the ~ncorporated pop01ation, and the California <br /> waste Management Boa=d. <br /> <br /> 2. Apprcval of the Plan &s subject to the California <br /> Environmental Quality Act. The County has determined, w~th <br /> the concurrence of the. California waste Management Board, <br /> that an Environmental Impact Report is necessary. <br /> <br /> ). In accordance with State law, the Plan must show eight years <br /> of continuous landfill capacity. This can be shown by use <br /> cf the ex2sting capacity at remain&rig landf~lls, reserved <br /> sites (s~tes that have a General Plan Amendment as well as <br /> ~e~ng ~dentif~ed in .the ~lan), and fully-executed waste <br /> export agreements with other counties. <br /> <br /> 4.The Board o( Supervisors has reaffirmed its support for the <br /> Keller-Bailey landfill. <br /> <br /> ~. Contra Costs County ~s currently in the process of obtaining <br /> agreements ~or waste export with other counties, including <br /> Alameda and Solone Counties. <br /> 6. Contra Coets County and the California Waste Management <br /> Board have determined that a timetable showing completion <br /> the Solid waste Management Plan along with completion of - <br /> export agreements and General Plan Amendments for reserved <br /> sites is necessary. <br /> <br /> The Conira Costa County Board of Supervisors rESOLVES <br /> <br /> 1. This Board will expedite completion of the County Solid- <br /> Waste Management Plan, the General Plan Amendment for the <br /> Keller-Bailey landfill site in aucordance with the attached <br /> timetable. <br /> 2. County staff is directed to channel staff resources and <br /> consultants to ensure that the timetable is met. <br /> 3. Staff is requested to report to the Board of Supervisors on <br /> a regular basis progress in meeting the timetable and to <br /> update and ad3ust the timetable as necessary. <br /> <br /> 4. Staff is directed to transmit this timetable and its updates <br /> to the California Waste Management Board, counties we are <br /> discussing waste export agreements with, and other public <br /> agencies within Contra .Costs County. <br /> <br /> Orig.
