15 <br />THE CITY OF <br />x~ .~~ 'iii <br />j~L£~S~4NTONo CITY COUNCIL AGENDA REPORT <br />June 5, 2007 <br />Public Works Department <br />TITLE: APPROVE A CONSULTING SERVICES CONTRACT WITH HILTON <br />FARNKOPF 8 HOBSON, LLC (HFS:H) FOR $37,060 TO PREPARE THE <br />CITY'S WATER USER RATE MODEL, ANALYSIS AND <br />RECOMMENDATIONS FOR CALENDAR YEARS 2008 AND 2009 <br />SUMMARY <br />The City Council is responsible for setting the City's water rates, fees and charges. <br />Periodically, the Council is asked to review and adopt new rates, fees and charges to <br />assure that the City's water rates are adequate to meet the related expenses of the <br />City's Enterprise Fund. Staff is recommending HF&H perform the water rate study due <br />to the firm's knowledge and expertise in water rate analysis, to review current and future <br />forecasted expenses and revenues within the Fund and recommend any adjustments <br />necessary to the City's current rates and rate structure to become effective in 2008. <br />RECOMMENDATION <br />1. Approve and authorize the City Manager to execute the attached "Contract for <br />Consultant Services" with Hilton Farnkopf & Hobson, LLC (HF&H) to develop a <br />water user rate model, perform the water rate analysis and provide recommended <br />changes to the City's water rates and charges. <br />2. Authorize transfer of $25,000 from the Water Enterprise Operating and <br />Maintenance Fund balance to Account No. 305-536-455-4383 to be used to fund <br />the total cost of the project. <br />FINANCIAL STATEMENT <br />The water rate study will be presented to the City Council at a later date. Financial <br />impacts of any change to the rates will be presented at that time. <br />
