Chairperson Fox noted that under the Land Use Element, there had been discussion about <br />having a green belt between cities. She suggested that be included in this document as <br />well. Ms. Stern asked if there is anything under open space. Commissioner Blank noted <br />that goal may not be realistic. <br />Page 14-16 <br />Commissioner Narum inquired whether Program 1.4 was being implemented and <br />whether it was realistic. Ms. Stern did not believe the program necessarily stated that an <br />agreement must be formed. For example, Zone 7 is making improvements along the <br />arroyos. The City tries to coordinate with Zone 7 although there have been no formal <br />agreements. <br />Commissioner Narum noted that the BART station would affect the subregion. She <br />asked whether there was subregional coordination going on. <br />Ms. Stern replied that there is. There is also coordination through engineering and public <br />works as well as with expanding our wastewater capacity. It was a subregional project <br />that all of the cities worked on. <br />Page 14-17 <br />Chairperson Fox requested that the Inclusionary Zoning Ordinance be mentioned as part <br />of the Housing Goal. Ms. Stern mentioned that the ordinance only applies to the City and <br />that the Subregional Element is about sub-regional issues. <br />Going back to an earlier section, Commissioner Pearce noted that the General Plan was a <br />good vehicle for meshing the present and the future policies and would like to see a <br />policy that discussed the green belt. Ms. Stern mentioned that we have discussed the <br />separation along I-580 and what has actually been approved through the Stoneridge Drive <br />Specific Plan. This does not include any community separator. We could have one along <br />the Chain of Lakes as that makes sense. <br />Commissioner Pearce suggested a policy for the future that could be put into place now <br />may not be realistic, but it would be good to have it in place for later so that we could <br />come up with a community separator. <br />Regarding Program 3.1, Commissioner Pearce inquired whether the Tri-Valley <br />Affordable Housing Committee addressed senior housing. Ms. Stern replied that it does. <br />Commissioner Blank would like Policy 7 (Transportation) to read, "Maximize the <br />efficiency and minimize the negative environmental impacts of the Livermore Municipal <br />Airport and look, for opportunities for the community to beneftt from the airport's <br />>> <br />presence. <br />Page 14-18 <br />Commissioner Blank noted that it was difficult to find public safety in the draft Element. <br />He noted that there was no discussion of the CERT program or promoting knowledge of <br />EXCERPTS: PLANNING COMMISSION MINUTES, March 14, 2007 Page 7 of 8 <br />
