deleted discussion about Tri-Valley jurisdictions dividing tax revenues as this is not
currently supported.
Staff also made some changes to the goals, policies, and programs. Under Urban
Development, staff deleted Programs 1.7, 1.8, and 2.2 because this degree of subregional
cooperation is not always practical for Pleasanton to keep up on the information of other
agencies. It is even difficult to keep up information on our own jurisdiction.
Staff deleted Program 2.8 since our focus in on the Bernal Property cultural arts center
and the Firehouse Arts Center rather than any other subregional arts center. Staff
recognized subregional housing programs such as the Tri-Valley Housing Opportunity
Center which has recently been opened in Livermore and which Pleasanton helped fund
and staff.
Regarding natural resources and public safety, staff updated programs about Zone 7's
Stream Management Master Plan and Tri-Valley clean water requirements, and under
Policy 12, staff added programs to support the Working Landscape Plan and other
initiatives relating to preserving agricultural land.
Under economic development, staff recognized the Persevering Property project,
continued cooperation with Tri-Valley Business Council, and eliminated some infeasible
subregional programs.
Staff is asking for the Commission's input before taking this to the City Council.
Commissioner Blank suggested that the Commission go through the document page by
page.
THE PUBLIC HEARING WAS OPENED.
There were no speakers.
THE PUBLIC HEARING WAS CLOSED.
In response to an inquiry by Commissioner Olson regarding the derivation of the changes
in the document relevant to 1996, Ms. Stern confirmed that the changes were generated
by staff.
The Commission then discussed Attachment 1 and provided the following input.
Pa eg 14-1
Chairperson Fox suggested the following change: "The„ reeway and street systems have
become overburdened and air quality reduced because of long commutes which extend
beyond the Tri-Valley area."
EXCERPTS: PLANNING COMMISSION MINUTES, March 14, 2007 Page 2 of 8
