23 <br />THE CITY OF <br />`~ ~ ' CITY COUNCIL AGENDA REPORT <br />j~L~~S~4NTONo <br />June 5, 2007 <br />Planning and Community Development <br />TITLE: CONSIDER THE DRAFT ENERGY ELEMENT OF THE GENERAL PLAN <br />SUMMARY <br />This report provides information regarding a Draft Energy Element of the General Plan <br />which was originally prepared by the Pleasanton Energy Committee and was <br />subsequently reviewed and amended by the Planning Commission. This optional <br />element of the General Plan includes background information and goals, policies and <br />programs designed to move Pleasanton towards a more sustainable energy future. The <br />City Council is being asked to review this Draft and provide feedback to staff prior to its <br />incorporation into the Draft General Plan document. <br />COMMISSION RECOMMENDATIONS <br />Planning Commission: <br />The Planning Commission reviewed the Draft Energy Element on May 25, June 22 and <br />July 27, 2005. The Commission recommended amendments (as shown in Attachment <br />1 and Attachment 2, and discussed in this Agenda Report) and moved to forward the <br />Draft Energy Element to the City Council for its consideration. Planning Commission <br />minutes are included as Attachment 6. <br />Economic Vitality Committee: <br />The Economic Vitality Committee (EVC) considered the Draft Energy Element on May <br />19, 2005. Minutes of this meeting are included as Attachment 7. Atwo-person <br />subcommittee was convened and its comments included: a suggestion to organize the <br />document by stakeholder (for example by City, residents, and business); making power <br />resource reliability and the quality of power high priorities; a concern that measures that <br />"encourage" rather than "require" can still add time to the approval process; a concern <br />with Program 3.5 related to energy upgrades at the time of resale (removed from later <br />draft of the Element); and the need for a City staff person to educate the public on <br />energy issues and to help applicants through the process. <br />The Draft Energy Element was also reviewed by the Chamber of Commerce <br />Government Affairs Committee on April 21, 2005. The Committee recognized the <br />efforts of the Energy Committee, was supportive of the Draft Energy Element, and noted <br />that the policies encouraged cooperation on these issues rather than mandates. There <br />also was a comment regarding the need to carry on the work of the Energy Committee <br />in some form. It was also noted that schools are doing their part with the "Go Green" <br />initiative, but that school busing is unlikely to be instituted given the costs. The need to <br />
