Commissioner Blank supported Commissioner Arkin's comments and added that it was difficult <br />to comment further without understanding the definition of sustainability. <br />Commissioner Roberts noted that there were many different definitions of sustainability and <br />believed that the current definition was wishy-washy. <br />Commissioner Arkin suggested that a workshop be held with the City Council and other <br />Committee members to discuss the policies. He did not want to commit the City to creating a <br />department that would cost money. <br />Commissioner Roberts expressed concern about Policy 1 and did not believe that it could be said <br />to future Councils that the energy future will remain a City priority; she noted that each Council <br />sets its own priorities. <br />Commissioner Fox had an issue with the wording "to establish an Energy Manager position at <br />the City of Pleasanton" and did not believe that staffing recommendations should be included in <br />a General Plan. She preferred that it be reworded to say: "Establish guidelines to increase <br />renewable energy use, energy conservation efforts, and energy self-sufficiency efforts in the <br />City" and strike the language about an Energy Manager position. <br />Commissioner Blank noted that it could be worded to "consider the establishment of..." <br />Commissioner Roberts noted that a planner could be assigned to cover that work. <br />Commissioner Fox noted that there were no positions in the City to oversee air quality, noise, or <br />every other element of the General Plan. She believed it would be up to the City Council and the <br />City Manager to determine how that should be addressed rather than the requirement being <br />placed in the General Plan. <br />There was general consensus with Commissioner Fox's comment. <br />On Policy 2.5, Commissioner Blank requested that the word "consider" be dropped. He believed <br />the City should be developing educational programs. <br />Commissioner Roberts did not like the regulations included in Policy 3. <br />Commissioner Fox believed that guidelines would be preferable to regulations. She would like <br />to combine Program 3.4 and 3.5 and not have a required resale retrofit. Instead, language could <br />be included to "develop educational materials to assist property owners in implementing <br />energy-efficient upgrades." <br />Commissioner Roberts noted that the real estate community had not had a chance to weigh in on <br />this language; she believed they would have objections to the language. <br />Commissioner Blank believed that the requirements for resale would be problematic and <br />suggested considering certain measures for new construction or reproofing.
