24 THE CITY OF -- -'- '-"' CITY COUNCIL AGENDA REPORT j~L~~1S~4NTONo June 5, 2007 Planning and Community Development TITLE: CONSIDER THE DRAFT SUBREGIONAL PLANNING ELEMENT OF THE GENERAL PLAN SUMMARY This report provides information regarding the Draft Subregional Planning Element of the General Plan that has been reviewed and amended by the Planning Commission. This optional element of the General Plan addresses topics related to planning in the Tri-Valley subregion including housing, transportation, water supply, wastewater, hydrology and water quality, open space and recreation, agriculture, visual resources, air quality, eponomic development, and fiscal revenues. The Draft Element includes background information and goals, policies, and programs related to subregional planning. The Draft Subregional Element attached to this Agenda Report does not include background material or policies related to transportation; this section will be added following the City Council's review of the Draft Circulation Element. The City Council is being asked to review this Draft and provide feedback to staff prior to the incorporation of the Draft Element into the Draft General Plan document. COMMISSION RECOMMENDATIONS Planning Commission: The Planning Commission reviewed the Draft Subregional Planning Element on March 14, 2007. The Commission recommended amendments to the draft, including: additional information regarding ABAG's "Focusing Our Vision" regional planning effort; information regarding toxic air contaminants and odors; additional information on the Preserving Prosperity Project; adding Goal 3 and Policy 3 related to housing for Tri- Valley job holders; adding Program 12.4 related to community separators; adding references to policies and programs on related topics in other elements; and a new Public Safety section. Planning Commission minutes are included as Attachment 3. RECOMMENDATION Review and consider the Draft Subregional Planning Element of the General Plan (as shown in Attachments 1 and 2) and provide feedback on amendments to be made prior to incorporation into the Draft General Plan document. FINANCIAL STATEMENT The Draft Subregional Planning Element includes recommendations for additional programs related to subregional planning. The cost/benefit implications would be analyzed prior to the implementation of specific programs and would be reported on at that time.
