11 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PL£~S~4NTONe <br />June 5, 2007 <br />Planning and Community Development <br />TITLE: PUD-61, EMIL OXSEN AND KATHLEEN MORRISON -CONSIDER AN <br />APPLICATION FOR A PUD REZONING AND DEVELOPMENT PLAN <br />APPROVAL TO (1) REZONE AN APPROXIMATELY 10,669-SQUARE- <br />FOOT PARCEL FROM THE R-1-6,500 (SINGLE-FAMILY <br />RESIDENTIAL) DISTRICT TO THE PUD-HDR (PLANNED UNIT <br />DEVELOPMENT -HIGH DENSITY RESIDENTIAL) DISTRICT; AND <br />(2) ALLOW THE EXISTING 1,118-SQUARE-FOOT AND <br />1,200-SQUARE-FOOT SINGLE-FAMILY DETACHED UNITS ON <br />SEPARATE PROPERTIES LOCATED AT 403 ST. MARY STREET AND <br />730 PETERS AVENUE <br />PROPERTY OWNERS: Emil Oxsen and Kathleen Morrison <br />GENERAL PLAN: High Density Residential -Greater than eight (8) Dwelling <br />Units per Gross Acre <br />SPECIFIC PLAN: Downtown Specific Plan -High Density Residential <br />ZONING: R-1-6,500 and Core Area Overlay District <br />SUMMARY <br />The applicants propose to subdivide an existing parcel to allow the two existing homes <br />to be located on separate legal lots. The applicants have agreed to implement all <br />recommended conditions of approval as shown in Exhibit B. Staff and the Planning <br />Commission believe that the project, as conditioned, is well thought out and adheres to <br />the intent of the high-density residential area within the Downtown Specific Plan Area. <br />PLANNING COMMISSION RECOMMENDATION <br />By a vote of 4 to 1, the Planning Commission recommended approval of the project, <br />subject to the conditions shown in Exhibit B of Attachment 1. <br />RECOMMENDATION <br />Make a finding that the proposed PUD development plan is consistent with the General <br />Plan, Downtown Specific Plan, and purposes of the PUD ordinance; and introduce the <br />attached draft ordinance approving Case PUD-61 subject to the conditions of approval <br />recommended by the Planning Commission and staff as shown in Exhibit B of <br />Attachment 1. <br />
