Proposed changes are <br />outlined below: <br />• Timelines and Forms <br />o Stipulates that agencies must adhere to all timelines and use the <br />appropriate forms, or funds may be rescinded and/or agency will be <br />ineligible to receive funds in the next fiscal funding cycle. This is a new <br />policy. <br />• Invoice Form and Documentation <br />o All invoices are due by August 1, immediately following the end of the <br />fiscal year for which the funds were allocated. In previous years, these <br />forms were due no later than mid-July. <br />• Quarterly Commission Project Reviews <br />o Staff to provide the commissions with review spreadsheets each quarter <br />that identify project performance as defined in the City Grant Compliance <br />Protocols. This is a new review tool (Attachment 2) <br />• Midterm Project Report <br />o This is a change from previous years -from three (3) quarterly reports to <br />one (1) midterm report. The reporting questions are designed to better <br />define how the project has been implemented year to date, and any <br />modifications (if applicable) that have been made to the original proposal. <br />• Midterm Commission Project Review <br />o In January each year, the commissions will review project status and <br />performance. At that time, a determination will be made if there is <br />reasonable cause to consider a reallocation of funds from an <br />underperforming project(s). If cause is determined, the commission will <br />consider projects identified on the Additional Funding Priorities List (if one <br />was created). Representatives from the impacted commissions will meet <br />to determine a reallocation funding strategy. <br />o An Allocation and Compliance Plan flow chart has been developed to <br />visually demonstrate the process (Attachment 3). <br />• Appeals Process <br />o Staff will notify any agency whose project is identified to have its funds <br />rescinded and prepare an appeal process for consideration by the <br />appropriate commission. <br />• Final Project Report <br />o Final reports are due by August 1, immediately following the end of the <br />fiscal year for which the funds were allocated.
