Various advancements have been made in computer aided scheduling and community alert
computer information which will improve the department's ability to manage equipment and staff
deployment, alert the community to emergencies and provide crime information.

TRAK computerized hardware and sof~are is used by a number of area agencies. The system
will be used to capture and distribute high quality images of missing persons and criminals, both
in the community and with other agencies through fax machines and through other agencies with
TRAK.

SUBSEQUENT YEARS:

We anticipate funding under this appropriation in subsequent years. However, it is possible that
the COPS appropriation may not be funded in any subsequent year. The TRAK system will
require about $100/year in updates.

ANTICIPATED EXPENDITURES:

Mobile Data Computers $ 77,000
Completion of AVL 10,000
Mapping Software 18,500
Field Rifles and Training 24,000
Equipment, Software Improvements 7,000
TRAK System 6,500
(The preceding costs are estimated).
TOTAL $143,000

FISCAL IMPACT

Through this program the State provides additional ~mding of approximately $143,000 to Front
Line Law Enforcement for fiscal year 1999/2000, with anticipation that the program may be
funded in each succeeding year. There are no additional costs, and unlike some Federally funded
programs, we do not provide matching ~mds and do not have to absorb the cost in the event of
the absence or limitation of State funding. Decisions regarding funding of projects are made
based on need weighed against available resources.

We recommend that the Council adopt a resolution authorizing the City Manager to fund this
program for 1999/2000 through the use of the COPS appropriation.

R~tfully Submitted,
Timothy P. Neal Deborah Acosta
Chief of Police City Manager

~ .oO. 9.07
