CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 99-132 RESOLUTION POSTPONING TO MARCH 24, 2000 THE NOVEMBER 16, 1999 SPECIAL MAIL BALLOT ELECTION REGARDING THE HAPPY VALLEY ANNEXATION WHEREAS, on September 5, 1998, the City Council adopted Resolution No. 98-128 initiating an annexation application to the Alameda County Local Agency Formation Commission (LAFCO) for an 811+ acre area of unincorporated territory located south of Sycamore Road, east of Rosepointe and Carriage Gardens neighborhoods, west of Foley Ranch, and north of Koopman Ranch; and WHEREAS, on March 11, 1999, LAFCO adopted its Resolutions Nos. 99-01 and 99-02, approving the proposed annexation of territory known as "Happy Valley" as shown in Exhibit A, attached hereto and incorporated herein by this reference, and LAFCO affirmed its decision at its meeting of May 13, 1999; and WHEREAS, on July 20, 1999, and July 29, 1999, the City Council held public hearings on this annexation; and WHEREAS, written protests were filed by at least 25% but less than 50% of the registered voters residing in the affected territory, which required that voters residing within the annexation area confirm the annexation through a special election; and WHEREAS, at the July 29, 1999 meeting, the City Council called for a special election to confirm the annexation to be held by mail-in ballot on November 16, 1999; and WHEREAS, because of uncertainty regarding the federal and state environmental permits for the proposed municipal golf course in the Happy Valley area, the City Council has deemed it prudent to postpone the election until greater assurance can be provided to voters regarding the status of the proposed municipal golf course. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The City Council hereby postpones to March 24, 2000 the special mail-in ballot election scheduled for November 16, 1999.
