CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 99-132 <br /> <br /> RESOLUTION POSTPONING TO MARCH 24, 2000 THE <br /> NOVEMBER 16, 1999 SPECIAL MAIL BALLOT ELECTION <br /> REGARDING THE HAPPY VALLEY ANNEXATION <br /> <br />WHEREAS, on September 5, 1998, the City Council adopted Resolution No. 98-128 initiating <br /> an annexation application to the Alameda County Local Agency Formation <br /> Commission (LAFCO) for an 811+ acre area of unincorporated territory located <br /> south of Sycamore Road, east of Rosepointe and Carriage Gardens neighborhoods, <br /> west of Foley Ranch, and north of Koopman Ranch; and <br /> <br />WHEREAS, on March 11, 1999, LAFCO adopted its Resolutions Nos. 99-01 and 99-02, <br /> approving the proposed annexation of territory known as "Happy Valley" as shown <br /> in Exhibit A, attached hereto and incorporated herein by this reference, and <br /> LAFCO affirmed its decision at its meeting of May 13, 1999; and <br /> <br />WHEREAS, on July 20, 1999, and July 29, 1999, the City Council held public hearings on this <br /> annexation; and <br /> <br />WHEREAS, written protests were filed by at least 25% but less than 50% of the registered <br /> voters residing in the affected territory, which required that voters residing within <br /> the annexation area confirm the annexation through a special election; and <br /> <br />WHEREAS, at the July 29, 1999 meeting, the City Council called for a special election to <br /> confirm the annexation to be held by mail-in ballot on November 16, 1999; and <br /> <br />WHEREAS, because of uncertainty regarding the federal and state environmental permits for <br /> the proposed municipal golf course in the Happy Valley area, the City Council has <br /> deemed it prudent to postpone the election until greater assurance can be provided <br /> to voters regarding the status of the proposed municipal golf course. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City Council hereby postpones to March 24, 2000 the special mail-in ballot <br /> election scheduled for November 16, 1999. <br /> <br /> <br />
