Hazardous Materials Use, Storage, and Waste Treatment: <br />69. The property or business owner shall submit a complete list of all hazardous and <br />combustible materials, including solids, liquids and gases, including biologics, to <br />the Fire Chief at least two weeks prior to submitting the building permit plan set <br />and/or the tenant improvement plan set. The list shall include all materials with <br />technical and common names, the maximum amounts to be stored, the materials' <br />Fire Code classification for the materials, whether the materials will be stored or <br />used in an open or closed environment, and the Material Safety Data Sheets for <br />all hazardous materials. <br />70. The property or business owner shall submit to the Fire Chief calculations, which <br />show the concentration of the worst-case spill from the most toxic and/or <br />hazardous material released at the point of discharge to the atmosphere. The <br />discharge calculation shall show the percentage of the "Immediately Dangerous <br />to Life and Health (IDLH) concentration limit that is being released, to show the <br />maximum exposure level that could possibly be discharged from this facility. If <br />this level is unacceptable in terms of risk to the public's health and safety, a <br />scrubber for the ventilation system shall be installed, subject to the review and <br />approval of the Fire Chief and Chief Building Official. <br />71. A hazardous materials management plan shall be prepared pursuant to the City's <br />Hazardous Materials Ordinance and the Uniform Fire Code. The plan shall be <br />submitted to the Fire Chief at least two weeks prior to the building's occupancy. <br />72. All hazardous materials including solids, liquids, and gases, in either the pure, <br />processed, or waste state, shall be used and stored inside the buildings covered <br />by this development plan approval. <br />73. NFPA placards indicating the relative hazard of the facility shall be posted at all <br />times at the entrances to this building. The placards shall be posted in a location <br />that is clearly visible by firefighters. <br />Engineering Requirements: <br />74. All utilities required to serve any existing or proposed development on-site shall <br />be installed underground. <br />75. The paving sections for the on-site parking and drive areas shall be designed on <br />the basis of an R-Value test and a traffic index to carry the anticipated traffic <br />loads. This design shall be subject to the approval of the Chief Building Official. <br />The minimum paving section shall be two inches of asphalt concrete (A.C.) on a <br />six-inch asphalt base (A.B.). The minimum A.C. pavement slope shall be one <br />percent. For pavement slopes less than 1.0-percent, the surface runoff shall be <br />carried in a concrete gutter to an acceptable point of discharge. The minimum <br />slope for concrete gutter shall be 0.5-percent. <br />Page 14 of 20 <br />
