Hazardous Materials Use, Storage, and Waste Treatment: 69. The property or business owner shall submit a complete list of all hazardous and combustible materials, including solids, liquids and gases, including biologics, to the Fire Chief at least two weeks prior to submitting the building permit plan set and/or the tenant improvement plan set. The list shall include all materials with technical and common names, the maximum amounts to be stored, the materials' Fire Code classification for the materials, whether the materials will be stored or used in an open or closed environment, and the Material Safety Data Sheets for all hazardous materials. 70. The property or business owner shall submit to the Fire Chief calculations, which show the concentration of the worst-case spill from the most toxic and/or hazardous material released at the point of discharge to the atmosphere. The discharge calculation shall show the percentage of the "Immediately Dangerous to Life and Health (IDLH) concentration limit that is being released, to show the maximum exposure level that could possibly be discharged from this facility. If this level is unacceptable in terms of risk to the public's health and safety, a scrubber for the ventilation system shall be installed, subject to the review and approval of the Fire Chief and Chief Building Official. 71. A hazardous materials management plan shall be prepared pursuant to the City's Hazardous Materials Ordinance and the Uniform Fire Code. The plan shall be submitted to the Fire Chief at least two weeks prior to the building's occupancy. 72. All hazardous materials including solids, liquids, and gases, in either the pure, processed, or waste state, shall be used and stored inside the buildings covered by this development plan approval. 73. NFPA placards indicating the relative hazard of the facility shall be posted at all times at the entrances to this building. The placards shall be posted in a location that is clearly visible by firefighters. Engineering Requirements: 74. All utilities required to serve any existing or proposed development on-site shall be installed underground. 75. The paving sections for the on-site parking and drive areas shall be designed on the basis of an R-Value test and a traffic index to carry the anticipated traffic loads. This design shall be subject to the approval of the Chief Building Official. The minimum paving section shall be two inches of asphalt concrete (A.C.) on a six-inch asphalt base (A.B.). The minimum A.C. pavement slope shall be one percent. For pavement slopes less than 1.0-percent, the surface runoff shall be carried in a concrete gutter to an acceptable point of discharge. The minimum slope for concrete gutter shall be 0.5-percent. Page 14 of 20
