13
THE CITY OF
- -•• ~°'°°' e;-~n~..~ "" CITY COUNCIL AGENDA REPORT
j~L~£~S~NTON~
May 15, 2007
Public Works Department
TITLE: INTRODUCTION OF ORDINANCE AMENDING SEWER USER FEES
FOR INDUSTRIAL CUSTOMERS
SUMMARY
The City contracts with the Dublin San Ramon Services District (DSRSD) for
wastewater treatment and disposal services. By contract, the City is obligated to
implement the changes in regional sewer user charges that are approved by DSRSD.
DSRSD's regional rate analysis has determined that an across-the-board regional rate
adjustment is not necessary at this time. However, the DSRSD Board on May 1, 20007
adjusted the rates charged to industrial waste customers to more fairly allocate the
costs of special samplings, testing, inspection, and permitting.
Council action ratifies and adopts these changes in the regional industrial waste sewer
user fees for Pleasanton's industrial users customers (a total of approximately 23
customers) only. This action will result in an effective date of the new regional fee
increase of July 1, 2007
RECOMMENDATION
Staff recommends that the City council approve the attached Ordinance and adopt the
attached Resolution amending the City's Municipal Code and Master Fee Schedule
accordingly, to ratify and adopt adjustments to industrial waste customers user fees
within the regional sewer user rates and charges.
FINANCIAL STATEMENT
Operation and replacements to the Regional Treatment and Disposal Facilities are
funded from revenues received through regional sewer user fees that are the same for
both DSRSD and City customers. Changing the regional industrial waste user fees will
not have an impact on the City's Sewer Enterprise Fund since the regional fees are
collected and forwarded to DSRSD per our mutual agreements.
