If subsection A is satisfied, all new construction and substantial improvements
shall comply with all other applicable flood hazard reduction provisions of Section
17.08.150. (Ord. 1374 § 2 (part), 1989)
17.08.200 Variance -Appeal board.
A. In passing upon such applications, the City Council shall consider all technical
evaluations, all relevant factors, standards specified in other sections of this chapter,
and:
1. The danger that materials may be swept onto other lands to the injury of
others;
2. The danger to life and property due to flooding or erosion damage;
3.
