Commissioner Lindsey asked about the temporary graveling of the
new area for the racquetball club. Mr. Harris said staff doesn't
object to the applicant doing this on a temporary basis as long
as they do not create a lot of dirt and mud on the streets. Mr.
Warnick said that would be their concern also, but that proper
oiling, etc. could take care of this. Mr. Harris did say that
temporary parking lot, once the parking lot is removed, would
eliminate the additional parking and decrease the parking ratio
again. He said the facility could then be forcing people to find
somewhere else to park. He said the parking of the Schoebers
raquetball club, if overparked, would have an effect on the other
property of Hopyard Associates. He said if there is a parking
problem and the Hopyard Associates people proposed a restaurant,
staff would probably recommend denial because of lack of parking.
Commissioner Lindsey said that perhaps the applicant is coming in
too soon because the applicant acknowledged that his type of
business tends to be a novelty at first with many participants.
He said he is concerned with traffic and perhaps the Planning
Commission should wait a while. Commissioner Wilson said that
the applicant probably anticipates the cost of the property going
up if he waits much more. Commissioner Lindsey indicated he could
appreciate that. Commissioner Doherty said he can appreciate
Schoebers wanting to lock up the property but he is not happy with
the parking situation. He said it is unknown how many people
are parking in the area to carpool. He said he doesn't buy the
concept that everyone using the club parks a car. He said he
drops kids off there. He said the business will grow especially
in light of the surrounding future development. Commissioner
Jamieson questioned waiting on this application if in fact the
cycle will build up again next winter as previously mentioned by
the applicant.
Commissioner Wilson said he would like to see the matter continued
to the next meeting to check out parking in the area. He said he
would like to know how many cars are there all day.
A motion was made by Commissioner Wilson, seconded by Commissioner
Doherty that this matter be continued to the second meeting in
April. This motion was then carried.
Commissioner Wilson asked if the police could mark tires. Mr.
Harris said he has seen 10/12 cars on the street with 20 parking
spaces vacant, but that there is definitely not enough parking
from 4:00 p.m. on. Commissioner Getty said perhaps they should
ask the applicant if he would like to withdraw the application
or have the matter continued to look at the parking. Commissioner
Wilson said a no vote would not help the applicant and that
perhaps the entire area should be looked at to try and find some
answers. Mr. Wasserteil indicated he would prefer the matter be
continued.
UP-82-3, Amador Valley Savings & Loan
Application of Amador Valley Savings and Loan Association (an
organization) and Barry Swensen for a conditional use permit to
-9-
