Section 1. Introduction <br /> <br />1.1 <br /> <br />Purpose of the Plan. This plan sets forth the compensation <br />and related personnel policies applicable to the city's <br />management and confidential employees. <br /> <br />1.2 <br /> <br />Preparation of the Plan. The city manager shall be <br />responsible for the preparation of the plan. The city <br />manager shall annually submit the plan to the city council <br />for their approval. <br /> <br />Section 2.
