PUD-82-21, Ken Earp et al (Refer to PUD-82-20) <br />Application of Ken Earp, et al for Planned Unit Development (PUD) <br />development plan approval for an approximately 244 unit manufactured <br />housing project for an approximately 29 acre site located on the <br />north side of Vineyard Avenue opposite Sauterne Way. Zoning for the <br />property is PUD (Planned Unit Development)-Medium Density Residential <br />District. The Planning Commission may recommend any action regarding <br />this matter consistent with the General Plan. A negative declaration <br />of environmental impacts will also be considered. <br />Mr. Harris summarized the staff report and stated that this project <br />has been before the Planning Commission previously and was recommended <br />for approval. He said it was denied by City Council twice but <br />subsequently won a second Affordable Housing competition. <br />The public hearing was opened. <br />Vice Chairperson Jamieson asked if the people who spoke on case <br />PUD-82-20, Harris Realty and Mildred Vallarino, would not be redundant <br />in their testimony concerning Vineyard Avenue traffic. Commissioner <br />Wilson indicated he thought all persons should be heard again. <br />Mr. Swift stated that the speakers could identify themselves and then <br />state they have the same concerns for this project that were expressed <br />in case PUD-82-20 and this would make it a matter of record without <br />duplicating what has already been said. <br />The public hearing was opened. <br />Frank Sieglietz, attorney for the developer spoke. He said they <br />are in support of substantially all of the conditions imposed by <br />staff and asked to submit his written understanding concerning <br />several of the conditions as follows: <br />18. That 6" vertical concrete curbs be installed between <br />all paved and common landscaped areas, except for the <br />curbs in front of the dwelling units. <br />23. That lighting approved by the Police Department shall <br />be provided around the perimeters of all buildings, <br />except the dwelling units, on the subject property. <br />28. That the City of Pleasanton has designated the Quail <br />Creek Project as a winner of the Affordable Housing <br />Competition and has thereby assured that the Quail <br />Creek Project is eligible for all the benefits set <br />forth in Resolution No. 81-287, including an exemption <br />from the existing growth management limitation, <br />guaranteed sewer capacity, and "fast tracking" <br />through City review processes. <br />30. That the developer pay any and all fees to which the <br />property may be subject, consistent with the terms <br />of the affordable housing competition resolution. <br />-15- <br />
