MINUTES <br />PLANNING COMMISSION <br />Pleasanton Council Chambers <br />30 West Angela Street <br />February 9, 1977 <br />8:00 P.M. <br />CALL TO ORDER <br />The regular meeting of the Planning Commission was called to order at 8:40 <br />P.M., by Chairman Butler. <br />The Pledge of Allegiance was recited. <br />ROLL CALL <br />Roll Call vote was as follows: <br />Commissioners Present: Doherty, Jamieson, Shepherd, Wood, Chairman Butler <br />Commissioners Absent: None <br />Staff Present: Robert Harris, Director of Planning; Alan Campbell, Assistant <br />City Manager; Don Sooby, Director of Engineering Services; Harvey Levine, <br />Deputy City Attorney; Yvonne McFadden, Recording Secretary. <br />APPROVAL OF MINUTES <br />The minutes of the January 12, 1977 meeting were approved as submitted. <br />PUBLIC HEARINGS - NEW BUSINESS <br />PUD-76-3, Morrison Homes - application for a planned unit development for <br />an approximately 65-unit single family residential development on a roughly <br />23-acre parcel of land located on the south side of the Del Valle Parkway <br />immediately east of Hopyard Road. <br />Secretary Harris gave a description of the proposal. It is almost a typical <br />single-family subdivision. However, it does encompass a trail system to <br />the rear of the development, with that land dedicated either to the City <br />or Zone 7. Dedication requested by Zone 7 would be for a 10 ft. wide pathway, <br />with a minimum of 8 ft. being asked for by the City. Mr. Harris also <br />described the cross-section of the Del Valle Parkway as being proposed by <br />the applicant. <br />Regarding the environmental impact report filed for the project, it was <br />staff's opinion that with the supplemental reports accompanying the EIR, <br />which were prepared for a previous submittal, the EIR would meet CEQA require- <br />ments. Staff's findings and recommendations are noted in their February 4, <br />1977 memo. The Deputy City Attorney reviewed this memo with the Commissioners <br />as to what findings and recommendations they would need to make should they <br />wish to go along with staff recommendations. <br />The Public Hearing was opened. <br />Mr. Woody Pereira of Morrison Homes was present. He emphasized that as <br />far as the 1976 P. G. & E. energy conservation requirements are concerned, <br />the homes they are presently building at Heritage Cove as well as these <br />new homes, would exceed those adopted energy requirements. <br />Resolution No. 1487 was then entered and adopted making findings and recommen- <br />dations about the environmental impact report prepared for CreekFS Bend <br />including that although there would be significant adverse environmental <br />impacts as a result of the project, that there are overriding social and <br />
