Commissioner Jamieson stated that his main point of concern is because <br />the plan is untried, and someone with expertise should take a look at it. <br />Commissioner Shepherd stated that growth limitation is honest. He felt <br />this plan would set up a larger range of community needs. He has some <br />respect for the process also. <br />While he conceded that Commissioner Jamieson's points of concerns are <br />well taken, Commissioner Wood felt that the City would have to start some- <br />where. Commissioner Doherty shared Commissioner Wood's feelings and <br />stated he would be willing to give this plan a try as long as everyone is <br />willing, but that it should be remembered that the City is in the learning <br />stage with this project. <br />Chairman Butler stated that one of the more important reasons for having <br />some kind of an allocation plan is the ability of the City to control its <br />growth with the available "tools" today, such as if three or four tract <br />maps come into the City, all meeting the subdivision requirements. With <br />this plan in effect the City can take a different tack on the situation. <br />Considerable discussion ensued regarding advisability of having a "consultant" <br />look at the plan. <br />Commissioner Doherty then remarked that he did not think there is enough <br />knowledge and experience in this type of program to go elsewhere for an <br />opinion and besides, he feels the plan should reflect the specific, unique <br />needs of this community. <br />At this point, the Commissioners felt prepared to take a position on the <br />draft ordinance, and Resolution 1570 was entered and adopted recommending <br />to the City Council its adoption, subject to the changes mentioned in <br />the foregoing. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Wood <br />Ayes: Doherty, Shepherd, Wood and Chairman Butler <br />Noes: Jamieson <br />Absent: None <br />Abstain: None <br />Next, the Commissioners reviewed the Mandatory and Incentive System Elements. <br />Mandatory System Elements <br />Environmental Standards - the points within this subcategory were discussed. <br />Chairman Butler noted several objections during the public testimony regard- <br />ing the ineffectiveness of insulated hot water pipes. Mr. Swift indicated <br />he thought the comment was "not cost effective." Mr. Swift answered other <br />questions the Commissioners had on traffic congestion standard. <br />-4- <br />
