MINUTES PLANNING COMMISSION Pleasanton Council Chambers 30 West Angela Street September 19, 1977 7:00 P.M. CALL TO ORDER The special meeting of the Planning Commission was called to order by Chairman Butler at 7:18 P.M. ROLL CALL Commissioners Present: Doherty (arrived at 7:22 P.M.), Jamieson, Shepherd, Wood and Chairman Butler Commissioners Absent: None Staff Members Present: Robert Harris, Director of Planning; Brian Swift, Planning Analyst; Ken Scheidig, City Attorney; Yvonne McFadden, Recording Secretary. Council Members Present: Frank Brandes (arrived at 8:37 P.M.), Joyce LeClaire Carrived at 8:08 P.M.) Growth Management Committee Members Present: Ann Rathjen, Sharon Kosch APPROVAL OF MINUTES No minutes submitted. OLD BUSINESS RZ-77-10, Pleasanton Residential Allocation Program Application by the City of Pleasanton to adopt a "Residential Allocation Ordinance" setting forth the criteria governing future residential develop- ment in Pleasanton. 1 - Recommend to the City Council the adoption, adoption in modified form, or rejection of the Draft Residential Allocation Program Ordinance. 2 - Recommend to the City Council the adoption, adoption in mofified form, or rejection of the Draft Mandatory and Incentive Elements forming the selection criteria referred to in Section 2-13.07(f) of the Residential Allocation Program. Chairman Butler made opening comments saying that the Planning Commission should be going over the Residential Allocation Ordinance and the mandatory and incentive elements of the plan. City Attorney Ken Schediig suggested that each Commissioner make his comments regarding the ordinance. Commissioner Doherty arrived at 7:22 P.M. It was decided to review each section of the proposed ordinance. Section 2-13.01. Purpose. The Commissioners had no comments. Section 2-13.02. Findings. Page 2, (f) (2), Commissioner Doherty did not feel the words, "suburban sprawl" are appropriate. He is open to suggestion as to how the section
