Z-77-187 The Taubman Com an -application for design review approval for <br />the regona shopping center proposed to be constructed at the southeast <br />quadrant of the intersection of I-580 and Foothill Road; zoning for the <br />property is C-R (Regional Commercial) District. <br />Secretary Harris stated that because of the magnitude of the project and <br />the importance of the application, the matter is being submitted to the <br />full Commission. He provided the Commissioners with. a brief description <br />of the project. Staff recommendation is for approval. <br />The Public Hearing was opened. <br />Mr. Avner Naggar, architect, was present to represent the application. He <br />described the site plan, and presented a colored rendering. The project <br />will consist of three department stores, one specialty store, a site for a <br />future department store and a group of mall stores. The entire center will <br />be climate controlled. The center will be basically on two levels. The <br />buildings will be masonry with copper fascias on the canopies. <br />Mr. Naggar concurred with the conditions, save Condition No. 10, requiring <br />landscaping agreement approved by the Legal Department. He explained the <br />arrangements his organization has for maintenance of the grounds, which <br />have been very adequate. He thought that the City entering into those <br />agreements as a third party would be cumbersome. He requested that the <br />condition be eliminated. <br />Chairman Butler asked if the applicant would be submitting a separate appli- <br />cation for a sign program. Mr. Naggar replied that historically, they do <br />not have a project sign. Occasionally, if there is a theater to be located <br />inside the center, then there would be a need for a readerboard. As far <br />as exterior signs on the buildings, the lease prohibits tenant signs, except <br />the department stores. <br />In line with Commissioner Shepherd's interest regarding final design of the <br />department stores and the specialty store not being set until just prior to <br />ground breaking, Chairman Butler asked what further procedures will be under- <br />taken for design review, and Secretary Harris indicated he did not foresee <br />any further design review on the project unless significant changes in <br />design concept are proposed. <br />In conclusion, Mr. Naggar stated that there will be as many as 150 stores <br />in the center, that fifty percent of the smaller stores will be opening at <br />the same time as the anchor tenants. <br />Commissioner Jamieson indicated that in visiting a similar project - the <br />Hilltop Center - he found it to be attractive and done in good taste. <br />Mr. Ivan Albert, resident on Hillsboro Court, had questions regarding <br />adequate buffers between the single family homes and the shopping complex. <br />Mr. Naggar provided the information. <br />Discussion was also held on location of the proposed BART station. <br />The Public Hearing was closed. <br />-6- <br /> <br />
