Therefore, staff <br />is recommending rezoning to the PUD District. <br />Discussion took place regarding a previous submission for a four-lot <br />subdivision, but the map was never finaled. <br />The Commissioners were told that this property, when ready for development, <br />would be subject to review under the Residential Allocation Program. <br />The Public Hearing was opened on the negative declaration review. <br />Mr. Ron Hyde, attorney, addressed the Planning Commission, stating that <br />the negative declaration only spoke to the HPD District, and it was not <br />valid in light of the proposal to rezone the property to the PUD. <br />Next, Roger Manning, president of the Vintage Hills Homeowners Association, <br />requested that the Planning Commission seriously consider placing the pro- <br />perty into the HPD District. <br />Then, Jim Candy, 1260 Chianti Court, felt the negative declaration, as <br />written, is inappropriate, since it does not speak to the PUD District. <br />Deputy City Attorney stated the hearing should be continued because the <br />negative declaration is incomplete. <br />Accordingly, the public hearing for the negative declaration review was <br />continued to the February 8, 1978, meeting. <br />The Public Hearing was opened on the rezoning review. <br />J. D. Porter, 1236 Chianti Court, spoke. He requested that surrounding <br />property owners be notified earlier. <br />Mr. Candy then requested that the differences in the zoning districts be <br />clearly explained to the homeowners, prior to any action being taken. <br />Commissioner Doherty suggested that the homeowners develop some questions <br />they want answered then set a time when they can meet with the staff. <br />Mr. Nick Dukellis, 3407 Chianti Court, requested and received an explanation <br />from Secretary Harris as to what is being proposed here. <br />Mr. Ken Smith, 3441 Brandy Court, requested clarification of density <br />differences and what kind of housing could be built there. <br />Next, Gil Barbee, offices at 147 Bernal Avenue, stated that he drew the <br />subdivision map for the four-lot plan.
