After further discussion, Resolution 1610 was entered and adopted making
the finding that the project would have a significant impact upon the en-
vironment due to improper traffic circulation, and that an environmental
impact report be prepared for this prezoning application.
Roll Call Vote
Resolution: Jamieson
Seconded: Doherty
Ayes: Doherty, Jamieson, Shepherd
Noes: Wood and Chairman Butler
Absent: None
Abstain: None
The applicant was advised he could appeal this decision to the City Council
within 15 days. Review of the prezoning itself was not heard at this time.
RZ-77-20, Lee Slaughter - application to rezone an approximately 3.8 acre
parcel of land located immediately west of the Southern Pacific Railroad
right-of-way and extending from Santa Rita Road southeasterly roughly 1,500
feet (stopping about 225 feet north of Mohr Avenue) from the A (Agricultural)
District to the I-P (Industrial Park) District, or any other zoning district
that the City finds to be appropriate and in conformance with the General
Plan.
Secretary Harris stated that the application had been continued from the
January 11, 1978, meeting to allow time for the applicant to meet with the
property owners regarding an overall development plan. He had heard, how-
ever, that agreement between property owners could not be reached.
Next, John Corley, attorney for the proponent explained their attempts to
meet with Drs. Schlies and Clemetson. Apparently, the doctors are in the
process of attempting to convey property ownership of the land back to the
original owners, the Eschelbachs.
Donald Wyatt, 3185 Gulfstream Street, stated that at the Board of Directors
meeting of Pleasanton Meadows Homeowners Association, concerns regarding
this rezoning request were discussed. They did not like industrial uses
between two residential uses. Another point of concern was the establish-
ment of industrial uses and heavier truck traffic in an area across from
the City's historic Century House. The homeowners group recommended that
the area be placed into the Study District.
Next, Bill Vigil, President of Pleasanton Meadows Homeowners Association,
spoke. He asked if it was known that a warehouse would be going in there.
Secretary Harris stated that no plans had been submitted. Staff remains
opposed to the proposed zoning change. Secretary Harris said that either
designation of Agricultural or Industrial would be in conformity with the
General Plan. The Public Hearing was closed.
The Commissioners debated the advantages of rezoning the property to in-
dustrial, as opposed to holding the line against further development other
than residential.
There being no further discussion, Resolution 1611 was entered and adopted
recommending to the City Council adoption of RZ-77-20, as petitioned.
-4-
