Mayor Frank Brandes, spoke as a representative of the Del Prado Cabana Club. <br />He stated the Club supports this General Plan Amendment. He suggested that <br />the commercial property be considered in the near future for a General <br />Plan Amendment. He stated the property owners were told originally garden <br />court homes would go in that area and not apartments. <br />Commissioner Wilson stated he would be more favorable to this General Plan <br />Amendment if the City Council would come out with a policy concerning the <br />ratio of multiples to single family residential which was more realistic <br />than 75$-25~ as set forth in the General Plan. Mayor Brandes concurred <br />that the 75~-25~ is not appropriate in his opinion. He indicated he <br />would take this matter to City Council. <br />Dick Striegle, Toups Corporation, 1243 Alpine, Walnut Creek, spoke repre- <br />senting the applicant. He stated they concur with the staff report and <br />would be happy to answer any questions. Chairman Jamieson asked Mr. <br />Striegle what they would propose to do with zoning. Mr. Striegle stated <br />they have not come up with a definite decision but would consider R-1-6500 <br />possibly. <br />William Moffitt, 6582 Via San Blas asked for an explanation of the terms <br />used in the General Plan and the City's zoning. Commissioner Geppert <br />explained. <br />Marvin Murphy, 6668 Via San Blas, spoke in opposition to multiple units and, <br />therefore, is in favor of the proposed General Plan Amendment. <br />John Wilhoit, 6559 Via San Blas spoke in favor of the General Plan Amendment <br />and inquired as to whether or not single-family residences were assured. <br />Commissioner Doherty explained. Chairman Jamieson stated sewer connections <br />have been a consideration in the past and that is probably why this area <br />still has undeveloped land--open fields. <br />The public hearing was closed. <br />Commissioner Wilson then inquired whether or not Mackay was advised con- <br />cerning zoning of the commercial property. Mr. Harris said no, but that <br />this matter is not being considered under this application and that <br />the commercial (Mackay) matter would have to be a separate action and <br />application. <br />Commissioner Geppert then made a motion that the findings could be made for <br />approval of the negative declaration. Commissioner Wilson stated he didn't <br />feel the findings could be made concerning insignificant impacts. He stated <br />that with regard to the General Plan, the impacts are significant.
