Chairperson Doherty asked Mr. Harris to address the model view easement. <br />Mr. Harris stated that the Planning Commission has to approve Conceptual <br />Elevations prior to approval of the final subdivision map; that the <br />applicant has to submit a house siting plan prior to final approval <br />and that siting plan indicate whether or not the buildings will be one <br />or two story houses. He stated that these items can be considered <br />at a public hearing if the Commission elects to do so. <br />Chairperson Doherty inquired as to whether or not this was clear to all <br />of the speakers. <br />Mrs. Severin stated they have concerns with the actual heights of the <br />proposed houses vs. the existing homes. <br />Chairperson Doherty stated that these items will be heard at a public <br />hearing. <br />Arnold Abrott, 4537 Mirador Drive spoke stating he had concerns with <br />Lot #9 which was directly behind his house. He stated the pad is <br />440 and 437 ft. and that his home is 449 ft. and there will be a <br />problem. <br />The public hearing was closed. <br />Commissioner Getty addressed the Commission concerning a solar condi- <br />tion she would like to see imposed on this project. Commissioner <br />Jamieson stated he supports solar but doesn't believe it would be proper <br />to impose it on the developer at this late date. Commissioner Getty <br />stated that most of the proposals heard tonight would have adequate <br />lot size to consider solar energy. <br />Commissioner Wilson did not support a condition being added to the ten- <br />tative maps being heard at this meeting. <br />Bob Douglass, M & M Consultants, engineers for Centex asked to address <br />the Commission. He stated that with the setback requirements and other <br />requirements of the development as conditions of approval, they could <br />not re-orient the houses to accommodate a solar condition at this late <br />date, but did agree solar should be considered in future planning. <br />Mr. Harris stated that state law now addresses the use of solar oriented <br />conditions when considering subdivisions, etc. <br />Commissioner Wilson made a motion which was seconded by Commissioner <br />Jamieson that Tract .4539 be approved subject to the conditions of the <br />staff report. <br />-8- <br />
