Mr. Harris asked if the Commission would allow a development with an <br />inoperable intersection. <br />Chairperson Wilson then addressed Level E traffic with another street <br />put through to Hopyard and asked if the developer would recover the <br />cost. Mr. Harris stated that it is the staff's opinion that with the <br />Meyers Road a lot more than three buildings could be constructed <br />on the Reynolds property before congestion of Johnson-Hopyard would <br />take place. Mr. Warnick stated they would reach Level D first but <br />so that connection could be made with Meyers before it reaches <br />that level and then allow them to build until they reach Level E. <br />Commissioner Jamieson asked who initiated the traffic study. Mr. Harris <br />stated the Northern Pleasanton Traffic Study was done by the Hacienda <br />Business Park people. Mr. Warnick interjected that Hacienda does <br />not have a proposal before the City at the current time. Commissioner <br />Jamieson asked if the traffic projections are realistic. Mr. Warnick <br />stated that professional persons have made the predictions taking the <br />worst circumstance but did lose site of some of the development <br />proposed. Mr. Harris stated they are talking about a build-out <br />completely within 20 years and that I-580 west of Foothill even with <br />no additional development, it would have capacity of 22,000 vehicle <br />trips per day after 1995 and the issue at hand talked about traffic <br />generations of 200,000-300,000 trips per day. <br />Commissioner Jamieson asked that if based on 2~-3$ growth rate out- <br />side of the City is sewer going to limit industrial growth. Mr. Harris <br />explained that development is taking place in San Ramon, Tracy and <br />other outlying areas and they have no sewer problem. He further <br />stated that the Hacienda Business Park is talking about a 1-1/2 <br />million gallons package treatment plant. <br />Commissioner Doherty stated he agrees with Level D. He stated the <br />overall traffic report might conceivably be conservative in its <br />estimates. <br />Chairperson Wilson asked how much sewage this application would use <br />per acre. Mr. Harris stated the staff isn't sure. He said it is <br />Meyers feeling they can build a larger industrial park for 311 <br />connections on 82 acres, less than 100,000 gallons for 82 acres <br />at 37$ coverage of floor space. <br />Chairperson Wilson stated he feels that no one really knows what the <br />sewer capacity is. He stated he believes that there might be a <br />larger shortage than can be taken care of with a 1-1/2 million gallons <br />plant. Mr. Harris stated that their sewer would come directly from <br />DSRSD and is not part of the Pleasanton allotment. <br />The public hearing was opened. <br />-8- <br /> <br />
