A negative declaration of environmental impacts will also be considered. <br />This item was continued to June 1981 at the applicant's request. <br />UP-81-5, Cecile Lemson and Marijke Spilman <br />Application of Cecile Lemson and Marijke Spilman for a conditional use <br />permit which would allow therapuetic body massage in the full service <br />beauty salon at 3506-A Old Santa Rita Road. The property is zoned <br />C-C (Central Commercial) District. <br />This matter was continued to May 13, 1981 at the request of the applicant. <br />UP-81-6, Hagstrom Properties and George Cole <br />Application o Hagstrom Properties and George Cole for a conditional use <br />permit to operate a restricted access and/or fee parking lot on the <br />parcel adjacent and to the south of 652 Main Street (Pleasanton Foods) <br />now used for unrestricted local parking. Zoning for the property is <br />C-C (Central Commercial) District. <br />Mr. Harris explained the staff report. <br />Commissioners Lindsey and Wilson discussed egress and ingress with <br />Mr. Harris concerning Main Street. <br />The public hearing was opened. <br />Bill Hirst, 147 Bernal Avenue, represented the applicant. He objected <br />to having the north driveway closed. He explained his reasons. <br />Chairperson Wilson and Commissioner Getty asked Mr. Hirst about parking <br />fees. He said there would not be a fee per se, but a fee for commercial <br />tenants to maintain the lot and that the guard would enforce customer <br />parking for these tenants. <br />Mr. Hirst further stated that the site plan showing fee parking for <br />automobiles is an old one he got out of his files and that with the <br />exhibit attached to the staff report would depict what the owner wants. <br />Birdie Bianchi, Railroad Avenue, presented pictures to the Commission of <br />many accidents where vehicles have damaged her fences, garage, etc. <br />Mrs. Bianchi stated that some of these accidents occurred because of <br />backing autos and some by trucks using Railroad Avenue. <br />The public hearing was closed. <br />Commissioner Getty agreed with the applicant that the entrance to the <br />parking lot has been established over the years and would be in favor of <br />granting the request for a six month period, at the end of which the <br />situation would be reviewed. Chairperson Wilson said this would involve <br />double striping and cost. Mr. Hirst acknowledged this would be the case. <br />Commissioner Jamieson agreed with the applicant that traffic ought <br />to be allowed to use the north entrance and perhaps close off the south <br />side.
