Gary Johansen, property owner on Calle Altamira said the first noti- <br />fication they received on this project was two months ago. He said <br />that as a police officer he has problems with crime with commercial <br />areas surrounding residential areas. He asked what kind of protection <br />would be afforded homeowners concerning, noise, lighting, fumes, etc. <br />He said there could be uses in the development that are less than <br />desirable. He said the homeowners would have to put up with dust, <br />dirt and noise should the construction take a great deal of time. <br />Mr. Harris pointed out that notices were sent to surrounding property <br />owners as well as the newspapers at the General Plan stage and the PUD <br />stage and that the Notice of Preparation of the EIR was also in the <br />newspapers. He further pointed out that tire dealers and radio active <br />materials use would not be allowed in this proposed development. He <br />said the Arroyo is heavily wooded and no existing trees would be removed. <br />He said the buildings are being constructed on a ring-road and that the <br />rear of the buildings will not be facing the houses. Mr. Johansen spoke <br />to the fact that there is no foliage in some areas directly behind the <br />houses. <br />Dave Lewis, Calle Altamira, asked about the extension of Valley Avenue <br />between Hansen and Paseo Santa Cruz and between Paseo Santa Cruz and <br />the Arroyo. Mr. Harris explained. <br />Mr. Lovell, San Francisco Water Department, said that the EIR does not <br />address the operating of their facilities and that the EIR is deficient <br />in not addressing this. <br />Mr. Loube again addressed the Commission. He said their development <br />would benefit the Water Department as their property is currently land <br />blocked and that there will be no problem in them getting water out of <br />their wells and in fact this development will provide them a road to use <br />where there isn't any now. He said he doesn't see why San Francisco <br />Water should expect that the Alameda County Fair should take on the bur- <br />den of a road for this prupose on their property. <br />Ted Fairfield stated he was present in the negotiations with the San <br />Francisco Water Department saying the Water Department indicated they <br />would go along with the project if the developer purchased the land; <br />Mr. Fromm wants to purchase the property but that it is necessary the <br />property go out to bid and that when the Fromm project is totally <br />approved, they will make every effort to purchase the property but to <br />do so now would be premature. <br />Mr. Fairfield addressed the concerns expressed by Mr. Johansen and he <br />further stated he would be happy to add another condition (No. 80) <br />which would make the developer install trees along the creek at the first <br />phase of their development as part of their landscape plan so that they <br />will have a chance to get an early start in growing. <br />The public hearing was closed. <br />-4- <br /> <br />
