A motion was then made by Commissioner Jamieson, seconded by Commissioner <br />Lindsey that the property described in RZ-81-16 be prezoned as follows: <br />the school site "P" (Public and Institutional) District; and the balance <br />of the property shown in this application be prezoned PUD-Low Density <br />Residential District. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Jamieson, Lindsey and Chairperson Getty <br />Noes: None <br />Absent: Commissioner Wilson <br />Resolution No. 2067 was then entered and adopted for RZ-81-16 as motioned. <br />RZ-81-17, City of Pleasanton <br />App ication o t e City of Pleasanton to prezone (Annexation No. 91) <br />an approximately 35 acre site located on the west side of Martin Avenue <br />at its intersection of Mohr Avenue to any zoning district consistent <br />with the General Plan. A negative declaration of environmental impacts <br />will also be considered. <br />This matter was continued to October 14, 1981 so that tYie matter <br />could be readvertised showing the 35 acre site to be located on the <br />west side of Martin Avenue. <br />PUD-81-20, Breilh Homes, Inc. <br />Application of Breilh Homes, Inc. for Plannned Unit Development (PUD- <br />High Density Residential) zoning and development plan approval for a <br />32 unit townhouse condominium project to be located on their 2± acre <br />site on the south side of Palomino Drive between Pico Avenue and <br />Concord Street. The property is zoned "O" (Office) District. A <br />negative declaration of environmental impacts was also considered. <br />Mr. Harris explained the staff report and concerns with density. <br />The public hearing was opened. <br />Ed Breilh, Breilh Homes, Inc. made a presentation in support of his <br />application stating that they would like his project to qualify for <br />the municipal bond project. He introduced his architect. <br />Al English, Architect, 1266 San Pablo Avenue, Richmond, reviewed the <br />proposed distances between buildings, the use of arbors, etc. in <br />the project. He said that the property is a difficult one to work <br />with and that there is a large easement through it. <br />Ron Kane, 3679 Canelli Court, asked to see the plan. He said that <br />his main concern was the creek bed area and that the creek has an <br />underground 40 in. concrete tube which cuts across the property. <br />Commissioner Jamieson asked what the plans are for the creek? <br />Mr. Harris stated that there are no plans for Breilh to do anything <br />with the creek. Mr. Kane said he was also concerned with erosion. <br />Mr. Warnick reported that the final grading plans must be approved by the <br />City engineers. He further stated that the developer is not responsible <br />for the creek as long as he does nothing to disrupt the flow. <br />
