ROLL CALL VOTE <br />Ayes: Commissioners Wilson <br />Noes: Commissioner Lindsey <br />Absent: Commissioners Doherty <br />Abstain: None <br />and Chairperson Getty <br />and Jamieson <br />Barney Knox, Morrison Homes, asked how often a census was taken. <br />Mr. Walker said every five to ten years. Assistant City Attorney <br />Brian Swift stated that the Department of Finance submitted a yearly <br />population figure to the City. <br />Method <br />Mr. Levine explained that the Committee supported Attachment 3 of the <br />report, but that the criteria for comparing projects could include <br />the following: felt that design and location should be eliminated, <br />inserting 'project desirability' in its stead. <br />The Planning Commission concurred with this suggestion. <br />Affordability or Contribution to Housing Fund and Contribution to <br />Capital Improvement Fund. Mr. Levine stated the Committee felt that <br />everyone s ould contribute the full amount to Capital Improvements and <br />Housing funds. <br />Mr. Levine then spoke to long-term development agreements as shown <br />on Attachment 4. He stated the Committee did not like this suggestion. <br />But he stated it would mean a lot of work on a project for a couple <br />of months, but that phasing, contributions, etc., could be worked out <br />and the project would not have to go through any further reviews. <br />Commissioner Lindsey asked if small developers could be left out <br />if Attachment 3 was implemented. He asked if a developer wants to <br />develop 50 units, does he have as good a chance of getting his <br />allocation in four as in tYiree. Mr. Levine said they could be <br />covered in a 'fudge factor' such as that built into the RAP Ordinance <br />now and that it certainly would not be the intent of the ordinance <br />to eliminate the small developers. <br />Ted Fairfield said that sewers are still the control and that DSRSD <br />has less than 2500-3000 permits left. Further a large portion of <br />permits are going to other than residential. He said that Attach- <br />ment 4 takes care of 800 of the permits from DSRSD. He also indi- <br />cated that Sunol has approximately 500 permits remaining and that <br />there are less than 1,000 left to dispense over the years which <br />will not be covered by long-term agreements. He said that <br />developers he has talked to and others which he represents would <br />rather have a fixed number of say 50-75 per year instead of 80 or 100 <br />and knowing that they would not have to go through the process each <br />year because the stopping and starting of any project is expensive. <br />Barney Knox, Morrison Homes, supported Mr. Fairfield's comments. <br />-3- <br />,_ , <br />
