Commissioner Doherty said he would defy anyone on a Friday to go to <br />the Wells Fargo Bank, which is located in the Safeway shopping center, <br />to try to turn left onto Valley Avenue at the current time. He said <br />the traffic situation is a mess, this project notwithstanding. <br />Mr. Kenzel said his firm prepared the North Pleasanton Traffic Study <br />and took into consideration traffic problems throughout the City. <br />Concerning the 'worm diverter,' Commissioner Lindsey asked if that <br />wouldn't move the traffic back to Greenwood on Valley Avenue. <br />Mr. Kenzel responded that movement across from one shopping center to <br />the other could be accomplished with an alternative-right turn using <br />Santa Rita Road. <br />Duncan Matteson addressed density concerns as expressed by the public. <br />He said he would have preferred the entire project to have been <br />apartments but his partners persuaded him the people in the area <br />would not like that and it would therefore not be proper. He said <br />the apartment section of the project is one-half the length of a <br />football field away from the single-family residences currently in <br />existence. He further said he has no objection to signing an <br />agreement not to convert to condominiums for 10 years. Mr. Matteson <br />said with proper setbacks and landscaping the project will be a <br />welcome addition to the community. <br />Chairperson Getty stated that the negative declaration of environ- <br />mental impacts must first be considered by the Commission. <br />Diana Allen said the matter appears to be 'cut and dried' to her and <br />that the Commissioners should discuss the matter before voting. <br />Chairperson Getty assured her that discussion is the 'usual' pro- <br />cedure prior to voting. <br />Commissioner Jamieson said that as far as he knows none of the <br />Commissioners have expressed an opinion either for or against the <br />project so far. <br />Commissioner Doherty said he resents people thinking that the Com- <br />mission has predetermined their recommendation regarding this <br />proposal. He said, however, he would like to see an engineering <br />plan which mitigates the traffic circulation problems in the area. <br />Commissioner Wilson made a motion that the negative declaration be <br />recommended for approval because the approval of case PUD-81-23 <br />would not have a significant adverse effect on the environment. <br />ROLL CALL VOTE <br />Second: Chairperson Getty <br />Ayes: Commissioners Wilson and Chairperson Getty <br />Noes: Commissioners Doherty, Jamieson and Lindsey <br />-5- <br /> <br />
