MINUTES <br />PLANNING COMMISSION <br />June 8, 1983 <br />He indicated, however, that they are more than willing to meet with the <br />developers on the issues. <br />Eunice Langendorf, 3188 Thistledown Road, indicated her property doesn't <br />bound on the Arroyo but she is opposed to the proposed project. She <br />had concerns with parking, Item No. 11 of the Initial Study, and density. <br />Commissioner Wilson made reference to other units in the City both <br />under construction and established projects. Mrs. Langendorf indicated <br />that a friend of hers has already made the comment that the units on <br />Valley Avenue already look like slums and they are not even occupied as <br />of yet. She indicated that projects might look okay on the inside with <br />all of their amenities but that the street sides of the projects do not. <br />Commissioner Wilson then explained the density of the units on the .north <br />side of the Century House on Santa Rita Road. Commissioner Lindsey said <br />that the City is in dire need of apartments. Ms. Langendorf does not see <br />why so many apartments are needed. <br />Mr. Lindsey went on to expound on the vacancy rate for rental housing <br />in Pleasanton. He felt it is very important to provide housing for the <br />citizens in our community. <br />Mr. Wilson referred to a sewer report presented by the City Manager at <br />the last Planning Commission meeting and that as far as he can determine <br />this project would use about 37% of the capacity according to that report. <br />He indicated that the Hacienda Business Park can only develop to 10% of <br />their potential because of lack of capacity. Ms. Langendorf indicated she <br />felt that as soon as capacity is available, all approved projects would <br />construct. <br />Commissioner Wilson told the audience that it is up to the Planning <br />Commission and City Council to try and meet the General Plan set forth <br />for the City and that if the citizens do not like the requirements of the <br />General Plan, they should seek to change it, but in the. meantime the cities <br />are bound to uphold their general plans. He further indicated that for <br />many years an attempt has been made to develop multiples and no matter <br />where the location, the neighbors do not want them located near them. <br />Commissioner Doherty then related a story of a young married couple with <br />a small child who are forced to pay a large amount of rental in a local <br />motel because there is nothing available. Eye stated rental units are <br />needed and something must be done. <br />Dave Pool, 4117 Hazelhurst, spoke in opposition to this project, primarily <br />because of density and possible congestion. <br />Mike Grazadei, 3955 Churchill, is a member of the Board of Directors and <br />Homeowners Association in the Pleasanton Meadows subdivision. He indicated <br />he is representing only himself but supports the denial of this project <br />because of density. He indicated he has a problem with conditions imposed <br />on projects, because developers are always seeking to have them changed pr <br />eliminated and sited the Quarry permit granted by the County on Foothill <br />Road and the fact that this operation is generating more trips than allowed <br />by its permit; he cited Valley Business Park and conditions changed on that <br />site.
