PLANNING COMMISSION <br />June 22, 1983 <br />Page Six <br />There was then discussion about the reasons for this amendment. <br />Mr. Swift indicated that because the Government Code speaks to <br />population density that there has to be a correlation between <br />that and the number of dwelling units. Also because of the <br />Twain Harte decision, if the City does not amend its General Plan, <br />it coul e open to litigation in the future. <br />Mr. Harris indicated in the past we looked to our zoning ordinance <br />to make sure that a proposal is consistent with the General Plan. <br />Commissioner Lindsey asked if other municipalities were doing <br />something like this. Mr. Swift responded that many already <br />have these specifications. All we are doing here is putting a <br />range of the number of people who can occupy a specified number <br />of dwelling units. <br />The public hearing was opened. <br />Mr. Harold Dixon., 4066 Suffolk Way, indicated this amendment <br />should be postponed because the public has not had adequate <br />notice.. Mr. Swift indicated notice was published in the newspaper <br />because it was a text change to the General Plan. <br />Mr. Harris stressed that the important thing to remember is this <br />is not proposing to change density;either the number of dwelling <br />units or people within. classifications of the General Plan. It <br />is simply equating the number of dwelling units with the number <br />of people per acre. <br />The public hearing was closed. <br />A motion was made by Commissioner Lindsey recommending approval <br />of the negative declaration prepared for Case GP-83-3 because <br />approval of the project would not have a significant effect on <br />the environment. The motion was seconded by Commissioner Arrigoni. <br />ROLL CALL VQTE <br />AYES: Commissioner Arrigoni and Acting Chairman Lindsey <br />NOES: Commissioner Getty <br />ABSENT: Commissioners Doherty, Jamieson and Wilson <br />ABSTAIN: None <br />Resolution No. 2322 was :then entered and adopted recommending <br />approval of the Negative Declaration prepared f_or Case GP-83-3 <br />as motioned. <br /> <br />
