<br />MINUTES <br />PLANNING COMMISSION <br />10/26/83 <br />Page 16 <br />Dagmar Fulton, 4536 Mirador, said that the property on which the <br />Hacienda Business Park is built has always been thought of as <br />industrial/commercial. This was so because of the railroad spurline. <br />She said this was not prime agricultural land. She said what <br />happens 20 years from now is mythical. She said one has to go <br />along with the time and changes. She said many of the people <br />opposing changes in town are the very people who bought a house <br />on her family's ranchland. She said perhaps many of these people <br />are not community oriented and are not for progress. She said <br />she has served as a secretary to Zone 7 and other community functions <br />for the betterment of the Valley. She said once people move in <br />their homes, they want to keep others out. She asked that these <br />people turn over a new leaf and work for the betterment of the <br />community and not be quite so negative all of the time. She said <br />that very often people who complain a.nd are negative about projects <br />are the same ones who do not donate their time and efforts toward <br />the community and never get their names on plaques as supportive <br />of anything. She then read a prepared statement supporting the <br />efforts of Prudential Insurance and CPS concerning the business <br />park and general plan amendment applications. <br />Jack Hovingh, 4250 Muirwood Drive, reluctantly supported the applications. <br />He said if the general plan is not approved, the development can <br />take place under current zoning. He stated CPS and Prudential <br />have shown a great deal of integrity with a superior business <br />park. He stated with reservation he would support the application <br />for a general plan amendment. <br />Rehurral <br />Paul Ebright, said first of all they are not proposing that the <br />project be stopped - no one has said the project is bad. He said <br />all they mean is that the amendment is not acceptable because <br />it will be putting the community out of balance. <br />Chairman Jamieson said there is not a community in northern California <br />or the United States that he knows of which is in balance with <br />regard to commercial vs. residential. Mr. Ebright said there <br />will be a large amount of incommuting causing the community to <br />be out of balance. <br />Chairman Jamieson said that in fact no one is definitely sure <br />what will happen in 20 years. He said that staff and City Council <br />feel strongly that they will do their utmost to keep this thing <br />in balance. <br />Bob Pearson, said that the general plan change should be separated <br />from the Hacienda Business Park issue. He read from tables 7-10 <br />in the EIR concerning the number of employees there will be in <br />the valley. He said everyone knows what San Jose looked like <br />20 years ago. He suggested the only way to prevent this is by <br />regulating industrial/commercial growth by relating it to residential <br />growth. <br />Alan Winslow, agreed with Mr. Pearson. <br />
