MINUTES <br />PLANNING COMMISSION <br />11/9/83 <br />Page 11 <br />Tract 5164, Valley Plaza Villages II <br />Application of Valley Plaza Villages II (Ferreri and Matteson) to subdivide approximately <br />8.8 acres into 10 townhouse, and two other lots on the north side of Valley Avenue <br />just west of Valley Plaza Center. Zoning for the property is PUD (Planned Unit <br />Development)-High Density Residential District. <br />Mr. Harris presented the staff report recommending approval of this application. <br />The public hearing was opened. <br />Robert Falk, Brian, Kangas and Falk,1885 Oak Park, Pleasanton, represented this <br />proposal. <br />Chairman Jamieson asked if there would be any streets within the project. Mr. Harris <br />responded that right now there are only private streets within the development and <br />access to Santa Rita Road will probably be available through condemnation proceedings <br />at which time the road could be public. Chairman Jamieson indicated that tentative <br />map application consideration is the time that street names are addressed. Mr. Harris <br />stated there are no public streets for this development -- there are private driveways, <br />but that it is possible access to Santa Rita Road will be public. <br />Commissioner Wilson asked the applicant if he agreed with the conditions imposed <br />in the staff report. Mr. Falk indicated they are in accord. <br />Commissioner Doherty stated that one of the biggest criticism of the developer's <br />project across the street relates to setbacks. He asked if this project would be different. <br />Mr. Falk did not have the first plans before him but stated that the architect is present <br />to discuss this item if the Planning Commission wishes him to do so. <br />Commissioner Lindsey made reference to the requirement of a masonry wall on the <br />east and south sides of Lot 17 (Valley Avenue). He felt that in light of previous discussion <br />there might be a soundwall on Valley Avenue and didn't wish to have inconsistencies <br />in construction. <br />Mr. Warnick assured the Commission that efforts would be made to have the soundwalls <br />compatibly designed. <br />Commissioner Wilson asked about the soundwall on Valley Avenue (between Hopyard <br />and Santa Rita Roads). Mr. Warnick indicated that City Council will be looking into <br />this matter. They hope to have a contribution from Morrison Homes to cover part <br />of the cost. He stated that this is not part of the North Pleasanton Assessment District. <br />Commissioner Doherty stated that the north side of Valley Avenue between Santa <br />Rita Road and Hopyard Road is an eyesore which needs to be cleaned up. Concurrent <br />with the soundwall, he would like to see some landscaping go with it. Mr. Warnick <br />stated that the soil is sterile but that they are looking into what can be done with <br />this regard. <br />John Ferreri, 865 Abbie Street, addressed setbacks of their proposal on the north <br />side of Valley Avnue and the closest the units would be to Valley Avenue would be <br />30 feet and in some instances 45 feet. Mr. Falk scaled the map which was put on <br />the wall for everyone to see. <br />-11- <br />_..._. _. <br />
