MINUTES <br />PLANNING COMMISSION <br />6/13/84 <br />Page 14 <br />Commissioner Wilson then asked why the Council turned down the previous proposal. <br />Mr. Harris indicated that the Council had concerns with the negotiation of <br />the access with the City and County of San Francisco & with density. Mr. Harris said <br />that at this time we are considering a general plan amendment and not specific <br />zoning on the plan. He explained that the general plan change is a serious <br />issue and in fact there is $68,000 for planning purposes, the hiring of an <br />architectural firm, etc. CommissionerWilson asked if approval of the project <br />plan would count against the 1996 holding capacity. Mr. Harris said that it <br />would. <br />Commissioner Innes asked about the proposed zoning breakdown. Mr. Harris explained. <br />The public hearing was opened. <br />Mike Harris, 7588 Ivy Court, Pleasanton urged approval of the general plan <br />amendment. He stated there is a definite need to help the elderly people. <br />The private sector cannot build housing for the elderly anymore. Housing can <br />be put on the 10 acre site that will satisfy part of the need. The basic concern <br />of their organization is for 200 units of elderly housing. While a health <br />care center is great, the main concern at this time is housing. He dicated <br />that both Mike Parsons and Jerry Case are in the audience to address this matter. <br />Commissioner Getty supported the general plan change totally. <br />Vivian Kahn, Bay Area Counsel, indicated that this is the type of creative <br />activity which they support on behalf of local government and they support case GP- <br />84-6.They are looking forward to using Pleasanton for an example. <br />Mr. Tucker, the architect, placed renderings on the wall for the benefit of <br />the Commission and audience. Commissioner Wilson asked if there was an estimate <br />on the cost of the 200 units. Mr. Tucker said there was not but that one could <br />figure about $40/sq. ft. for construction alone. The site work has not been <br />worked out, the borings haven't been done, etc. <br />Commissioner Innes asked Mr. Tucker whether or not he has designed any other <br />senior complex. Mr. Tucker said he has and when one is designing a senior <br />project one has to consider the fact that seniors do not like to be nor should <br />they be isolated. They should be integrated into the community. He indicated <br />that a senior center is very desirable but not essential and that an intermediate <br />care facility would have third priority. Seniors need contact with their neighbors, <br />friends and relatives and must be able to maintain themselves in an indpendent <br />fashion. <br />Jerry Case, 3819 Vineyrd Avenue, ~~7, Pleasanton Greens, lives in a complex <br />that is partially for seniors and partially for low cost families. He is <br />concerned about the seniors because there are waiting lists for the existing, <br />complexes. Kottinger and Pleasanton Gardens are totally independent <br />living circumstances and there are no meals nor housekeeping of any kind provided. <br />This is needed in a senior center. At the current time the seniors only share <br />a facility with others (Veterans Hall).
