MINUTES <br />PLANNING COMMISSION <br />Page 14 <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2440 was entered and adopted recommending approval of case <br />PUD-83-16 as motioned. <br />Development of the Eastern End of the Crocker Homes Parkside Development <br />Mr. Harris reviewed the staff report. He indicated the developer doesn't <br />care one way or the other about whether or not there is access on the eastern <br />end of the sports park. They just want somebody to do something so they <br />can build their homes. <br />Chairman Jamieson indicated that while this is not a public hearing but for <br />information only, they would take public input. <br />Brad Hirst, Co-chairman, General Plan Review Committee's Transportation <br />Sub-committee, recommended that the Planning Commission concur with the staff <br />recommendation. He indicated that the vote of the Sub-committee was 19 for & 1 against <br />the access. Commissioner Lindsey asked if they wanted through traffic <br />from Hopyard to Santa Rita Road. Mr. Hirst said no, they feel very strongly <br />that no traffic should go through the business park to either the subdivision <br />or the park. They are suggesting no mix of the commercial traffic with the <br />residential area. Personally he recommends this not be done. <br />Commissioner Wilson felt it was very apparent that Suttergate just ends abruptly <br />and was always meant to be connected. <br />Lois Connolly-Jones, 4951 Golden Road, spoke representing the Transportation <br />Sub-committee of the General Plan Review Committee. She was concerned with <br />lack of the eastern access to the Sports Park because she once saw a child <br />get hurt at a playground who wouldn't have been helped had there not been <br />access. <br />Bob Jones, 4868 Mohr Avenue, urged that the Planning Commission not initiate <br />a change to the condition imposed which rezoned the property. He agreed <br />that access is needed for the park but wants their guaranty preserved whereby <br />there would be no access through their subdivision. He suggested an alternative <br />of West Las Positas Boulevard. <br />CommissionerWilson asked Mr. Jones that when he bought his home it wasn't <br />obvious that Suttergate was to go through. Mr. Jones said a guaranty was <br />made by the City Council in the form of a condition imposed on the rezoning <br />and doesn't want this guaranty changed. <br />Doug Stuhr, 4849 Mohr Avenue, was really concerned with what happens to Suttergate. <br />He moved from Shearwater Court and at that time came down to the City and <br />asked the City to show them what was planned for the area. They then rezoned <br />the property from park to allow for homes and the citizens were guaranteed <br />no access.
