Minutes <br />Planning Commissic <br />10/23/85 <br />Resolution No. 2714 was entered and adopted approving Case <br />UP-85-29 as motioned. <br />PUD-85-13, Pamela Antrim <br />Application of Pamela Antrim for Planned Unit Development zoning <br />and development plan approval to construct a twelve-unit <br />apartment complex on an approximately .48 acre site, located on <br />the southwest corner of Peters Avenue and West Angela Street. <br />Zoning for the property is RM-4000 (Multi-family Residential) <br />District. <br />This item was continued indefinitely and will be readvertised. <br />PUD-80-15-2D, Hivest, Inc. <br />Application of Hivest, Inc. for Planned Unit Development Plan <br />approval to construct a two building, 29740 sq. ft. retail <br />commercial complex on an approximately 2.0 acre site located on <br />the south side of Pimlico Drive approximately 0.1 mile east of <br />Santa Rita Road. Zoning for the property is PUD (Planned Unit <br />Development)-Commercial District. <br />Ronald Gee presented the staff report which recommended approval <br />of the application. He indicated they have submitted a revised <br />plan whereby they have reduced the floor area ratio to 29%. <br />Since the staff report has been written, Kindercare has expressed <br />concern with regard to the height of the proposed wall. They <br />want 8' from the top of the grade. Mr. Gee then expressed <br />concerns of staff relative to drainage on the site. <br />Chairman Wilson took issue with Eucalyptus trees being considered <br />Heritage Trees. Mr. Gee pointed out that when Kindercare was <br />developed there were complaints concerning removal of this type <br />of tree. <br />The public hearing was opened. <br />Randy Schlientz, Associated Professions, represented the <br />applicant. He indicated the entire site is at maximum 4' lower <br />than Kindercare to the east. They have reviewed the driveway <br />locations and agree with staff that the set backs should be <br />increased to 10-15' and can stagger the building. The entire <br />site will have to be raised to go into the existing storm drain <br />system. There will be 4' maximum fill required, but not for the <br />entire area. <br />Commissioner Michelotti asked how raising the property would <br />effect Pleasanton Meadows. Mr. Schlientz stated that the <br />neighbors have expressed that the wall will become too high. <br />They are concerned that there will be a 4' grade and 8' wall for <br />a total overall height of 12'. Chairman Wilson asked the <br />elevations of the neighboring homes. Mr. Schlientz stated that <br />there would be a maximum of 4' height differential and that the <br />his client's property is higher. <br />Chairman Wilson indicated that Kindercare raised their property <br />4' and asked how they got rid of their water.
